Get ready for price spiral: transport cost set to rise | Firstpost

The pinch of the increased diesel prices is getting harder. Media reports say the government is toying with the idea of increasing railway fares.

Already on Thursday, a meeting between Railway Minister CP Joshi and Finance Minister P Chidambaram had decided to levy service tax on AC classes and freight and auxiliary services.

According to a PTI report, the fares of AC first class, executive class, AC-2 tier, AC-3 tier, AC chair car will go up by 3.708 percent from 1 October. A notification to this effect is expected today.

Passengers traveling in AC classes were brought under service tax from July this year as per the Finance Bill 2012 but the levy had since been kept in abeyance because of opposition by the TMC. AFP

The service tax will apply to tickets issued in advance for journeys to commence on or after the date of its implementation. In case of tickets already issued excluding service tax, it will be ensured that the same is recovered either by TTEs in the train or by the booking offices before commencement of journey.

In case of cancellation of tickets by the passengers, service tax will not be refunded by railways, the official said.

On concessional tickets, service charges will be 30 percent of the total fare.
The service tax is 12.36 percent but after the abetment of 70 per cent it will be 3.708 percent on passenger fares in AC classes and freight.

Passengers traveling in AC classes were brought under service tax from July this year as per the Finance Bill 2012 but the levy had since been kept in abeyance because of opposition by the TMC.

Freight rate will also go up by 3.708 percent from October. However, auxiliary services rendered at stations like catering and parking will have to bear the burden of 12.36 percent as there will be no abetment on these services.

Service tax on freight was announced in 2009-10 Union Budget but then Railway Minister Mamata Banerjee had protested against the move.

UAE Ministry of Finance launches automated budgets preparation ...

In a bid to ensure the best use and development of federal government resources and in line with agreements signed with various independent federal agencies, the Ministry of Finance (MoF) announced the launch of an automated budgeting system for independent federal entities in Abu Dhabi.

The meeting was attended by HE Saeed Al Yateem, Executive Director of Revenue and Budget of MoF, HE Mariam Mohammad Al Amiri, Assistant Undersecretary for the Management of Financial Resources, in addition to employees from the Budget Department and the Policies and Accounting Standards Department at MoF, as well as representatives from various independent federal entities.

The implementation of the project follows the Ministerial Council for Services decision number (164/12G/9) for the year 2010 on the inclusion of an electronic financial system for the federal government. The main objective behind the decision is the standardization of accounting and financial reporting used by those bodies in accordance with the structure of the consolidated accounts approved by MoF. In addition, it enables the Ministry to build a central financial database for those entities, thereby contributing effectively in promoting the rapid completion of financial work and ensuring higher accuracy of the financial reports.

Commenting on the signing of this agreement, HE Al Yateem said that this project is a result of the great efforts carried out by MoF over the past period in cooperation with various independent federal entities. It is meant to provide MoF with their budgets while ensuring non-interference by the Ministry in financial and administrative procedures for those independent bodies.

HE added: ?MoF recognises all those who worked with them side by side in implementing the decision of the Ministerial Council for Services on annexing independent federal bodies of the federal government, which support the pursuit of the Ministry to achieve its vision on being a global leader in the management of financial resources to achieve sustainable and balanced development for the UAE.?

MoF has signed a range of agreements with independent institutions and governmental bodies. Those agreements identified all forms of cooperation and coordination that will take place between the parties and the terms and conditions for services provided or received by the Ministry. Additionally, they clarify all forms of cooperation in MoF?s training of those institutions and bodies with regard to the use of the new system.

It should be noted that MoF?s strategic objective to develop its operations and service delivery as well as increasing reliance on information technology has been achieved through the implementation of the financial federal system in all ministries in the UAE in 2009. MoF is now seeking to complete the integration of institutions and government bodies that are independent of the system.

Marital distress is one of the most frequently encountered and disturbing human problems. Marital distress is very unsettling and the ways marital problems often progress make it easy for things to go from bad to worse. However, in most situations, this flow in a negative direction can be altered. Most marriages can return to being satisfying. Sometimes people can make these changes on their own, but frequently help from a couple therapist is needed.

How Do You Know When to Seek Help or Suggest Doing So to a Friend? unhappy couple

No one has a perfect marriage, and almost every couple can benefit from some help at times with their marriage. Pre-marital preparation and marital enrichment programs such as the Prevention and Relationship Enhancement Program (PREP) and the Relationship Enhancement Program are available in many localities and most people find them helpful regardless of how well their relationship is going. And many people seek couple counseling with a trained therapist to improve their marriages even when their marriages are not unduly distressed. In distressed marriages, people feel fundamentally dissatisfied with their marriages. Disappointment in the relationship doesn?t just come and go; it is a constant companion. Most frequently, couples with high levels of marital distress fight a good deal and their fights don?t lead to resolution, but simply a sense of being worn out. Or they may not fight, but simply feel completely disconnected. People stop doing nice things for each other, they stop communicating, and things tend to go from bad to worse. Frequent arguments that don?t get resolved, loss of good feelings, and loss of friendship, sex and vitality are other signs that a marriage is distressed. Other signs, such as contempt, withdrawal, violence, and a complete loss of connection signal that a marriage is in desperate trouble and that it is at high risk for divorce. And you need not be legally married to have ?marital distress.? Serious, long-term, committed relationships can experience these kinds of major problems, too.

Sometimes marital problems are purely about problems in the relationship such as communication, solving problems, arguing, intimacy, and sex. These kinds of problems often begin with partners simply not having a good sense of how to be married and how to communicate and provide support. Other times couples may do well for a while, particularly in the earliest stages of their romance, but they are not ready for the longer-term tasks in marriage. Studies of couples show that while the risks for marital distress and divorce are highest early in marriage, these risks also grow just after the transitions that occur when couples begin to have children and when the children reach adolescence.

Other times, marital problems are directly the result of individual problems, such as substance abuse. And marriages can even seem to be going well, but one shattering event like an extramarital affair will throw a marriage into distress.

Marital distress has powerful effects on partners; often leading to great sadness, worry, a high level of tension, and problems such as depression. If prolonged, it even has been shown to have direct effect on physical health. The effect on families is also profound, especially when conflict is high. Children raised in high conflict homes tend to have many more problems than other children. And once marriages are distressed, a progression begins that easily becomes a cascade downward, ultimately leading to the ending of a marriage.

The Kinds of Help That Work

The good news is that there are effective treatments for marital distress. Given a willingness to work on a marriage, most people can make their marriages satisfying again.

No one begins as a perfect partner. Marriage depends on a number of skills, such as being able to understand yourself, understand your partner, fight well, problem solve, and negotiate differences. Sometimes patterns we learned in our families growing up aren?t effective, but are carried over to a marriage. And sometimes the stresses of life make it difficult to stay happily married.

Treatment for marital distress is in part building or rebuilding the skills that work in marriage, such as learning to communicate and problem solve, and how to fight without engaging in too much hurt. Partly, marital therapy is about partners working to see each other as people, to understand where they are coming from, and to negotiate those differences that can be negotiated and accept those differences that cannot. Couples all have issues that stay with them; the key is to build a process that can help find a way to talk about those issues, to find solutions, and not have the problems that emerge in life become overwhelming.

Couple therapists have special training in couple therapy. They know how to help couples have a sense of progress even as they struggle with difficult issues. There are many kinds of effective couple therapy. Some promote skills and practice, others look more at the past and how things got this way; most combine the two. If you have a marital problem, call a couple therapist and make an appointment. Finding a couple therapist is easy, but use caution. Be sure the person has specific experience in couple therapy, as marriage and family therapists do.

Beginning couple therapy is not easy. For most people, it?s hard to begin to share with a person you don?t know about marital difficulties, and it?s hard not to be discouraged as you argue about these issues at first in front of a therapist. Couples with marital distress are often discouraged and have trouble believing that couple therapy can help. But couples who begin marital therapy begin to create a process for overcoming their difficulties. Sometimes the resolution of problems happens very quickly, though more typically a longer period is needed. For most, it?s hard to work on these problems at first, but ultimately that becomes easier and problems are resolved.

What Should You Do if Your Partner Won?t Go to Therapy?

Some people with marital problems won?t seek help even when it is essential. If your partner won?t go to therapy, try to encourage them. It?s hard to fix a distressed marriage on your own. Still, if they won?t go, you can begin to do some things yourself. A marriage and family therapist is likely to have some useful ideas about how to improve the relationship without both of you getting into therapy and about how to find better ways to approach your partner about the idea of entering treatment together

Explaining the reason behind not developing the game in-house, Inaba said that the studio felt that it lacked the confidence to create the PlayStation 3 version for the game and after putting in a lot of thought, it was finally decided that it was best to hand over the porting responsibility to another studio. As a result, the project was given to publisher Sega?s in-house studio.

The decision, however, turned out to be one of the worst that they had ever made as the game turned out to have a lot of flaws.

USU golf: Aggie golfers continue fall season in Boise at Dash Thomas Memorial

Utah State men?s golf team will continue its fall season on Monday, Sept. 24, at the Dash Thomas Memorial hosted by Boise State University. The two-day, 54-hole tournament will be held at The Club at SpurWing in Meridian, Idaho.

The tournament, which gets underway at 8:30 a.m. Monday morning, will play at par-71 over the 7,322-yard layout. Teams will play two rounds Monday and the final round Tuesday.

Joining Utah State in the 13-team field is Cal State Bakersfield, Charleston Southern, College of Idaho, San Jose State, Seattle, Southern Utah, Utah Valley, Washington State, Weber State, Westminster and Winthrop, along with individuals from Idaho.

Scheduled to compete for the Aggies are seniors Brendan Dennis (Roosevelt, Utah) and Kris Sayer (Idaho Falls, Idaho), junior Tanner Higham (Shelley, Idaho), and freshmen Seokwon Jeon (Salt Lake City, Utah) and Reed Platke (Whitefish, Mont.).

In its last competition, Utah State finished in eighth place out of 16 teams at the U.S. Air Force hosted Gene Miranda Invitational with a 19-over 883 (299-297-287). USU?s top finisher was Higham, who placed second with a 6-under 210 (70-70-70), which was his best-ever collegiate finish and lowest 54-hole score.

Thus far in 2012, Higham has a stroke average of 70.83, followed by Jeon (74.33), Platke (74.67), Sayer (75.67) and Dennis (77.67).

Paul Krugman: Romney, the GOP and their disdain for workers

By now everyone knows how Mitt Romney, speaking to donors in Boca Raton, Fla., washed his hands of almost half the country -- the 47 percent who don't pay income taxes -- declaring, "My job is not to worry about those people. I'll never convince them that they should take personal responsibility and care for their lives." By now, also, many people are aware that the great bulk of the 47 percent are hardly moochers; most are working families who pay payroll taxes, and elderly or disabled Americans make up a majority of the rest.

But here's the question: Should we imagine that Romney and his party would think better of the 47 percent on learning that the great majority of them actually are or were hard workers, who very much have taken personal responsibility for their lives? And the answer is no.

For the fact is that the modern Republican Party just doesn't have much respect for people who work for other people, no matter how well they do their jobs. All the party's affection is reserved for "job creators," aka employers and investors. Leading figures in the party find it hard even to pretend to have any regard for ordinary working families -- who, it goes without saying, make up the vast majority of Americans.

Am I exaggerating? Consider the Twitter message sent out by Eric Cantor, the Republican House majority leader, on Labor Day -- a holiday that specifically celebrates America's workers. Here's what it said, in its entirety:

"Today, we celebrate those who have taken a risk, worked hard, built a business and earned their own success." Yes, on a day set aside to honor workers, all Cantor could bring himself to do was praise their bosses.

Lest you think that this was just a personal slip, consider Romney's acceptance speech at the Republican National Convention. What did he have to say about American workers? Actually, nothing: the words "worker" or "workers" never passed his lips. This was in strong contrast to President Barack Obama's convention speech a week later, which put a lot of emphasis on workers -- especially, of course, but not only, workers who benefited from the auto bailout.

And when Romney waxed rhapsodic about the opportunities America offered to immigrants, he declared that they came in pursuit of "freedom to build a business." What about those who came here not to found businesses, but simply to make an honest living? Not worth mentioning.

Needless to say, the GOP's disdain for workers goes deeper than rhetoric. It's deeply embedded in the party's policy priorities. Romney's remarks spoke to a widespread belief on the right that taxes on working Americans are, if anything, too low.

What really needs cutting, the right believes, are taxes on corporate profits, capital gains, dividends, and very high salaries -- that is, taxes that fall on investors and executives, not ordinary workers. This despite the fact that people who derive their income from investments, not wages -- people like, say, Willard Mitt Romney -- already pay remarkably little in taxes.

Where does this disdain for workers come from? Some of it, obviously, reflects the influence of money in politics: Big-money donors, like the ones Romney was speaking to when he went off on half the nation, don't live paycheck to paycheck. But it also reflects the extent to which the GOP has been taken over by an Ayn Rand-type vision of society, in which a handful of heroic businessmen are responsible for all economic good, while the rest of us are just along for the ride.

The point is that what people are now calling the Boca Moment wasn't some trivial gaffe. It was a window into the true attitudes of what has become a party of the wealthy, by the wealthy, and for the wealthy, a party that considers the rest of us unworthy of even a pretense of respect.

CINCINNATI (AP) ? Reds manager Dusty Baker is staying in a Chicago hospital for another day to treat an irregular heartbeat.

The 63-year-old manager was hospitalized Wednesday because of the heart problem that he's had for some time. He's missed the last three games as Cincinnati closed in on its second NL Central title in three years.

The Reds could clinch the title with a win Saturday over Los Angeles or a Cardinals loss in Chicago.

Bench coach Chris Speier said Saturday that doctors decided to keep Baker one more day as a precaution. He could be released as early as Sunday. Speier is running the team until Baker gets back.

Romney releases doctor's letter, says he's healthy

WASHINGTON (AP) ? Mitt Romney's longtime physician declared that he's healthy and physically fit to meet the rigorous demands of a presidency, in a letter released by the Republican's presidential campaign on Friday.

Dr. Randall Gaz of Massachusetts General Hospital wrote that Romney's heart appears healthy, and he takes a baby aspirin and medicine to treat high cholesterol to help keep it that way.

He doesn't smoke or drink, or have any serious illnesses, Gaz wrote in a letter dated a few weeks after Romney's last check-up in August.

Romney's total cholesterol currently is a normal 169, but his triglycerides, another kind of fat, are borderline high, Gaz wrote. The presidential candidate does have a slow resting heart rate ? it was 40 at his last check-up, in the range of well-trained athletes ? and Gaz attributed that to his past intensive exercise.

Romney is 6 feet 1? inches tall and weighs 184 pounds. His blood pressure was 130 over 80. Normal is less than 120 over 80, but high blood pressure doesn't begin until the top number hits 140 or the bottom one hits 90.

Gaz wrote that Romney, 65, will continue to undergo regular cardiac evaluations and prostate checks because of a family history of heart disease, including irregular heartbeats, and prostate cancer.

"He is a vigorous man who takes excellent care of his personal physical health," Gaz concluded.

A cardiologist not connected to the campaign said Romney's numerous heart exams and other tests that are normal for his age, including colon and prostate cancer screenings, show no cause for concern.

"I'd say looks good," concluded Dr. Robert J. Applegate, acting chief of cardiology at Wake Forest Baptist Medical Center.

The campaign also released a health summary for Romney's running mate, Paul Ryan, which declared his health excellent.

Ryan has said his father, grandfather and great-grandfather all died of heart attacks in their 50s ? and at 42, Ryan pays close attention to his own heart health. Ryan exercises vigorously and has good heart health and lung function although he sometimes uses an albuterol inhaler, said the report from Congress' attending physician. He doesn't smoke and uses alcohol only infrequently, wrote Dr. Brian P. Monahan.

Presidential and vice presidential candidates routinely release summaries of their medical standing and the White House releases results from President Barack Obama's annual physical. At his last exam last fall, Obama's physician also declared him in excellent health and found he had quit smoking.

As the US heads into the final three months of the year, 2012 is likely to end up as the warmest year on record for the lower 48 states, according to an analysis from the federal government's National Climatic Data Center.

That would mark the fourth time in the last 14 years that annual average temperatures for the continental US either set records or flirted with them ? a cluster unmatched since the 1930s.

Since January, year-to-date temperatures for the continental US have consistently run well above the 20th-century average with each passing month ? reaching a maximum of 6 degrees Fahrenheit above average for the period ending March 31, then declining steadily to 4 degrees F above the 20th-century average for the period ending August 31.

Still, that 4 degrees is at least a full degree higher than January-to-August averages in any of the five warmest years on record.

"That's quite a jump," says Jake Crouch, a climate researcher at the center, located in Asheville, N.C.

The year's unusual warmth for the US results from a one-two punch, many researchers say. Normal swings in large-scale climate features, such as El Nino and La Nina, are superimposed over a longer-term world-wide warming trend triggered by the build-up of atmospheric greenhouse gases that come from burning fossil fuels, as well as from land-use changes,?researchers say.

Even if year-to-date temperatures were to fall back to the 20th-century average by the end of the year, 2012 would still be a record buster, Mr. Crouch says.

To pull off that feat of cooling, he explains, September through December would have to rank among the 20 coldest final four months on record ? highly unlikely given the historical record as well as seasonal forecasts for the final four months of 2012.

Most of the continental US ? from the Southwest up into the Rockies and eastward into Maine ? is forecast to see warmer-than-normal temperatures throughout this final period, notes Huug van den Dool, with the National Oceanic and Atmospheric Administration's Climate Prediction Center in College Park, Md.

The eastern third of the US is expected to see the drought easing ? particularly between the Mississippi River and the Appalachian Mountains and in the Southeast.

One key reason is the apparent shift in conditions from two consecutive years of La Nina to a weak El Nino this coming winter. La Nina and El Nino represent opposite states in sea-surface temperatures and wind patterns along the equatorial Pacific. Both can affect atmospheric circulation patterns well beyond the tropics.

For the US, La Nina tends to push average storm tracks across the continent father north than usual, while El Nino tends to drive them farther south. The onset of El Nino is expected to bring welcome rainfall to the Southeast and Mid Atlantic states. But the more southerly path for storms could lead to a dearth of precipitation farther north in sections of the country already hard hit by drought.

As a result, forecasters are calling for drought to continue through the end of the year for much of the western two-thirds of the US, with drought conditions likely to extend into the Pacific Northwest.

Globally, June through August posted the third warmest temperatures on record for that three-month period. January through August was the ninth warmest first eight months on record.

Of keen interest has been the dramatic decline in summer sea ice in the Arctic Ocean, which this melt season hit a record low of 1.3 million square miles ? 18 percent below the previous record set in 2007 and 51 percent below levels in 1979, when consistent satellite measurements of sea ice began.

Less ice means more open ocean to absorb sunlight during the summer, energy released as heat in the fall and winter. The decline not only affects local Arctic weather patterns in the fall ? found in forecasts of warmer than normal temperatures along northern Alaska ? but researchers are beginning to uncover ways in which the heat being released deeper into an Arctic fall and winter can affect atmospheric?circulation patterns at lower latitudes.

Indeed, the decline in summer ice has occurred far faster than models of global warming's effect on the top of the world predicted. For seasonal-forecasting purposes, this is prompting forecasters to rely even more heavily on their computer-based forecasts than they might otherwise, suggests Dr. van den Dool.

"The reliance on models will probably increase, because what is happening right now in the Arctic appears to be so fast that we hardly have any time to take data points and declare that we now know what is going on in the present climate," he says.

Intuition and sound judgment will remain key features of forecasts, he adds, "but it's a challenging situation."

Seal calf season prompts warning

Wildlife experts in the Isle of Man have issued a seal pup warning ahead of the annual breeding season.

Officials from the Manx Wildlife Trust said pups may look harmless but they have extremely sharp teeth and can be aggressive if approached.

The first pups of the season were recently spotted on the Calf of Man.

Marine officer Eleanor Stone said mothers have been known to abandon their pups if they are unduly disturbed by the public.

Ms Stone said: "The wardens on the Calf of Man have found two pups already and over the next few weeks many more will begin their lives on this remote island."

Fend for themselves

The pups are born snowy white but in just a few short weeks they will shed this coat, be fattened up on their mother's milk, weaned and then left to fend for themselves.

On Tuesday, the Manx Wildlife Trust will begin a week-long monitoring programme to gain more insight into the grey seal population around the Manx coastline.

During previous surveys photographs taken of the mothers have proved that the same seals come back year after year to give birth and breed on the rocks at the Calf of Man.

Ms Stone added: "Some pups will also be born on the island, so you may come across them on a beach. Although they look cute and harmless, pups have sharp teeth and can be aggressive, so we would urge people not to approach them.

"Their mothers are very protective so could also be aggressive if they feel their pup is being threatened. Mothers may also abandon their pups, if they pick up a different scent, for example of a human or dog.

"So if you do come across one on a beach, put dogs on leads and keep to a distance to ensure that every pup has the best chance of survival."

According to the Manx Wildlife Trust around 40 pups are born on the Calf of Man each year.

Anyone concerned about a pup is asked to contact the Manx Society for the Prevention of Cruelty to Animals (MSPCA).

Nanomaterials in a heart beat: Nanomaterial may allow regeneration of cardiac cells

ScienceDaily (Sep. 19, 2012) ? Stem cell scientists have capitalised on the electrical properties of a widely used nanomaterial to develop cells which may allow the regeneration of cardiac cells. The breakthrough has been led by a team of scientists at the Regenerative Medicine Institute (REMEDI) at the National University of Ireland Galway in conjunction with Trinity College Dublin.

Heart disease is the leading cause of death in Ireland. Once damaged by heart attack, cardiac muscle has very little capacity for self-repair and at present there are no clinical treatments available to repair damaged cardiac muscle tissue.

Over the last 10 years, there has been tremendous interest in developing a cell-based therapy to address this problem. Since the use of a patient's own heart cells is not a viable clinical option, many researchers are working to try to find an alternative source of cells that could be used for cardiac tissue repair.

REMEDI researchers Dr Valerie Barron and Dr Mary Murphy have brought together a multi-disciplinary team of Irish materials scientists, physicists and biologists from REMEDI at National University of Ireland Galway and Trinity College Dublin to address this problem.

The researchers recognised that carbon nanotubes, a widely used nanoparticle, is reactive to electrical stimulation. They then used these nanomaterials to create cells with the characteristics of cardiac progenitors, a special type of cell found in the heart, from adult stem cells.

"The electrical properties of the nanomaterial triggered a response in the mesenchymal (adult) stem cells, which we sourced from human bone marrow. In effect, they became electrified, which made them morph into more cardiac-like cells," explains Valerie Barron of REMEDI at National University of Ireland Galway. "This is a totally new approach and provides a ready-source of tailored cells, which have the potential to be used as a new clinical therapy. Excitingly, this symbiotic strategy lays the foundation stone for other electroactive tissue repair applications, and can be readily exploited for other clinically challenging areas such as in the brain and the spinal cord."

This work has recently been published in two scientific journals, Biomaterials and Macromolecular Bioscience, and was carried out in collaboration with Professor Werner Blau, Investigator in CRANN and the School of Physics, Trinity College Dublin (TCD).
