GOP Fiscal Cliff Offer: Chained CPI - Business Insider

According to NYT's Jonathan Weisman, the GOP has pulled its previous proposal for a Chained CPI.

Earlier: As you can see in our Fiscal Cliff liveblog the negotiations are at an impasse, reportedly because the Republicans have tossed in a demand that Social Security benefits be cut.

They don't actually call it a "cut" but rather a change to how benefits are indexed. Currently benefits rise every year in step with CPI. The GOP wants it to rise in step with an alternative measure of inflation called the Chained CPI. Dylan Matthews at Wonkblog has a good in-depth explanation of how the Chained CPI works, but the gist is that the Chained CPI tries to take more into account how people substitute cheaper/inferior products when the price of their preferred goods rise.

It's not a preposterous notion to change how Social Security is indexed, but as Josh Barro noted in a great Bloomberg View piece, there's no question that changing the indexing is a benefits cut.

So back to today's talks.

Here's the key sequencing you need to know.

Obama said on Meet The Press that a Chained CPI is an example of something he could get behind (in terms of spending cuts) that showed he was serious about not giving into the far left of his party (the left wing hates the idea of a chained CPI).

Now Democrats are saying that the GOP insistence on including this is a poison pill.

Republicans are hammering Democrats for this inconsistency. MSNBC's Joe Scarborough said in a tweet: "This morning President Obama bragged about taking a tough stand on Social Security. This afternoon Harry Reid took his offer off the table."

But the key point here is that Obama is only going to give in on entitlement cuts if it's part of a "grand bargain" that sees significant GOP concessions on taxes. What's infuriating Democrats is that the Chained CPI is being tossed in as part of a late "small bargain."

So that's where we're at with this story. It could all be irrelevant in a bit.

Increased calls for German Energy Ministry - The Local

More and more politicians are calling on the German government to establish an Energy Ministry after the next election, in the face of slow progress in the country's transition to renewable power sources.

"The significance of energy policy for our country would justify this step in my opinion," said Gerda Hasselfeldt, regional head of the Bavarian Christian Social Union.

The European Union's energy commissioner G?nther Oettinger chimed in with the call, pointing out that other EU members already had their own energy ministry.

Oettinger added that Germany had suffered in the past from not being able to assert itself quickly and strongly enough in Brussels when it came to important energy issues.

He told the Welt am Sonntag newspaper that Chancellor Angela Merkel would therefore "be well-advised to bundle responsibilities after the general election and install an Energy Ministry - regardless of who she governs with."

At the moment, responsibility for energy policy is divided between the Environment and Economy Ministries, which sometimes prevents the government from presenting a coherent line.

This was particularly evident in negotiations over the EU's Energy Efficiency Directive, as well as talks over emissions trading. For instance, Environment Minister Peter Altmaier supports the European Commission's plan to take surplus emissions certificates out of circulation, while Economy Minister Philipp R?sler opposes it.

NEW YORK (AP) ? Police searched for a woman who killed a man by pushing him in front of a subway train and released surveillance video Friday of her running away from the station.

Commuters, meanwhile, absorbed the news of the second fatal subway shove in the city this month.

"It's just a really sad commentary on the world and on human beings, period," said Howard Roth, who takes the subway daily. He said the deadly push was food for thought about subway safety, "but I guess the best thing is what they tell you ? don't stand near the edge, and keep your eyes open."

The suspect in Thursday night's killing had been following the man closely on a Queens platform and mumbling to herself, witnesses told police. She got up from a nearby bench and shoved the man, who was standing with his back to her, as the train pulled into the platform. He was pinned under the train as it pulled to a stop, police said.

It did not appear the man noticed her before he was shoved onto the tracks, police said, adding that the condition of the man's body was making it difficult to identify him. The woman was described as Hispanic, in her 20s, heavyset and about 5-foot-5, wearing a blue, white and gray ski jacket and Nike sneakers with gray on top and red on the bottom.

It was unclear whether the man and the woman knew each other. And it's also unclear whether anyone tried to help the man up before he was struck ? or whether there was enough time for anyone to do anything.

The surveillance video was taken at a nearby intersection. It shows a woman dashing from a crosswalk and down a sidewalk.

Asked about the episode at the station on Queens Boulevard in the Sunnyside neighborhood, Mayor Michael Bloomberg pointed Friday to legal and policy changes that led to the release of many mentally ill people from psychiatric institutions from the 1960s through 1990s.

"The courts or the law have changed and said, no, you can't do that unless they're a danger to society; our laws protect you. That's fair enough," Bloomberg said on "The John Gambling Show with Mayor Mike" on WOR-AM.

On Dec. 3, 58-year-old Ki-Suck Han was pushed in front of a train in Times Square. Apparently no other passenger tried to help Han.

A photograph of him on the tracks a split second before he was killed was published on the front of the New York Post the next day, causing an uproar and debate over whether the photographer, who had been waiting for a train, should have tried to help him and whether the newspaper should have run the image.

A homeless man, 30-year-old Naeem Davis, was charged with murder in Han's death and was ordered held without bail. He has pleaded not guilty and has said that Han was the aggressor and had attacked him first. The two men hadn't met before.

Being pushed onto the train tracks is a silent fear for many of the commuters who ride the city's subway a total of more than 5.2 million times on an average weekday, but deaths are rare.

Among the more high-profile cases was the January 1999 death of aspiring screenwriter Kendra Webdale, who was shoved by a former mental patient. After that, the state Legislature passed Kendra's Law, which lets mental health authorities supervise patients who live outside institutions to make sure they are taking their medications and aren't threats to safety.

Like many subway riders, Micah Siegel follows her own set of safety precautions during her daily commute: stand against a wall or pillar to keep someone from coming up behind you, watch out when navigating a crowded or narrow platform to avoid being knocked ? even accidentally ? onto the tracks.

"I do try to be aware of what's around me and who's around me, especially as a young woman," Siegel, a 21-year-old college student, said as she waited at Pennsylvania Station on Friday.

So does Roth, who's 60.

"It sounds a little wimpy if you're like, 'Who's to push me?' But it's better to be safe than sorry," he said.

Strange behavior: New study exposes living cells to synthetic protein

Dec. 27, 2012 ? One approach to understanding components in living organisms is to attempt to create them artificially, using principles of chemistry, engineering and genetics. A suite of powerful techniques -- collectively referred to as synthetic biology -- have been used to produce self-replicating molecules, artificial pathways in living systems and organisms bearing synthetic genomes.

In a new twist, John Chaput, a researcher at Arizona State University's Biodesign Institute and colleagues at the Department of Pharmacology, Midwestern University, Glendale, AZ have fabricated an artificial protein in the laboratory and examined the surprising ways living cells respond to it.

"If you take a protein that was created in a test tube and put it inside a cell, does it still function," Chaput asks. "Does the cell recognize it? Does the cell just chew it up and spit it out?" This unexplored area represents a new domain for synthetic biology and may ultimately lead to the development of novel therapeutic agents.

The research results, reported in the advanced online edition of the journal ACS Chemical Biology, describe a peculiar set of adaptations exhibited by Escherichia coli bacterial cells exposed to a synthetic protein, dubbed DX. Inside the cell, DX proteins bind with molecules of ATP, the energy source required by all biological entities.

"ATP is the energy currency of life," Chaput says. The phosphodiester bonds of ATP contain the energy necessary to drive reactions in living systems, giving up their stored energy when these bonds are chemically cleaved. The depletion of available intracellular ATP by DX binding disrupts normal metabolic activity in the cells, preventing them from dividing, (though they continue to grow).

After exposure to DX, the normally spherical E. coli bacteria develop into elongated filaments. Within the filamentous bacteria, dense intracellular lipid structures act to partition the cell at regular intervals along its length. These unusual structures, which the authors call endoliposomes, are an unprecedented phenomenon in such cells.

"Somewhere along the line of this filamentation, other processes begin to happen that we haven't fully understood at the genetic level, but we can see the results phenotypically," Chaput says. "These dense lipid structures are forming at very regular regions along the filamented cell and it looks like it could be a defense mechanism, allowing the cell to compartmentalize itself." This peculiar adaptation has never been observed in bacterial cells and appears unique for a single-celled organism.

Producing a synthetic protein like DX, which can mimic the elaborate folding characteristics of naturally occurring proteins and bind with a key metabolite like ATP is no easy task. As Chaput explains, a clever strategy known as mRNA display was used to produce, fine-tune and amplify synthetic proteins capable of binding ATP with high affinity and specificity, much as a naturally occurring ATP-binding protein would.

First, large libraries of random sequence peptides are formed from the four nucleic acids making up DNA, with each strand measuring around 80 nucleotides in length. These sequences are then transcribed into RNA with the help of an enzyme -- RNA polymerase. If a natural ribosome is then introduced, it attaches to the strand and reads the random sequence RNA as though it was a naturally-occurring RNA, generating a synthetic protein as it migrates along the strand. In this way, synthetic proteins based on random RNA sequences can be generated.

Exposing the batch of synthetic proteins to the target molecule and extracting those that bind can then select for ATP-binding proteins. But as Chaput explains, there's a problem: "The big question is how do you recover that genetic information? You can't reverse transcribe a protein back into DNA. You can't PCR amplify a protein. So we have to do all these molecular biology tricks."

The main trick involves an earlier step in the process. A molecular linker is chemically attached to the RNA templates, such that each RNA strand forms a bond with its newly translated protein. The mRNA-protein hybrids are exposed to selection targets (like ATP) over consecutive rounds of increasing stringency. After each round of selection, those library members that remain bound to the target are reverse-transcribed into cDNA (using their conveniently attached RNA messages), and then PCR amplified.

In the current study, E. coli cells exposed to DX transitioned into a filamentous form, which can occur naturally when such cells are subject to conditions of stress. The cells display low metabolic activity and limited cell division, presumably owing to their ATP-starved condition.

The study also examined the ability of E. coli to recover following DX exposure. The cells were found to enter a quiescent state known as viable but non-culturable (VBNC), meaning that they survived ATP sequestration and returned to their non-filamentous state after 48 hours, but lost their reproductive capacity. Further, this condition was difficult to reverse and seems to involve a fundamental reprogramming of the cell.

In an additional response to DX, the filamentous cells form previously undocumented structures, which the authors refer to as endoliposomes. These dense lipid concentrations, spanning the full width of the filamented E. coli, segment the cells into distinct compartments, giving the cells a stringbean-like appearance under the microscope.

The authors speculate that this adaptation may be an effort to maintain homeostasis in regions of the filamentous cell, which have essentially been walled off from the intrusion of ATP-depleting DX. They liken endoliposomes to the series of water-tight compartments found in submarines which are used to isolate damaged sections of the ship and speculate that DX-exposed cells are partitioning their genetic information into regions where it can be safely quarantined. Such self-compartmentalization is known to occur in some eukaryotic cells, but has not been previously observed in prokaryotes like E. coli.

The research indicates that there is still a great deal to learn about bacterial behavior and the repertoire of responses available when such cells encounter novel situations, such as an unfamiliar, synthetic protein. The study also notes that many infectious agents rely on a dormant state, (similar to the VBNC condition observed in the DX-exposed E. coli), to elude detection by antibiotics. A better understanding of the mechanisms driving this behavior could provide a new approach to targeting such pathogens.

The relative safety of E. coli as a model organism for study may provide a fruitful tool for more in-depth investigation of VBNC states in pathogenic organisms. Further, given ATP's central importance for living organisms, its suppression may provide another avenue for combating disease. One example would be an engineered bacteriophage capable of delivering DX genes to pathogenic organisms.

The City of Casper?s Hogadon Ski Area is pleased to announce the official opening day for the 2012-2013 season!

After anxiously awaiting some assistance from Mother Nature, the Hogadon team has been able to make enough snow to open for the season.

Opening day will be Sunday, December 30th with limited runs opening at Hogadon Ski Area. ?Open runs will include Bunny and Park.

Daily lift tickets will be available for just $13.00 until more runs are opened. Early season conditions exist and snow making will continue on open trails.

Due to the late start this season, Hogadon Ski Area will be open December 30th ? January 6th, seven days a week. After January 6th, the hours will go to the normal Wednesday through Sunday schedule.

This season, Hogadon season pass holders will benefit from ski agreements for discounted lift tickets at resorts including; Jackson Hole, Red Lodge Mountain Resort, Snow King and Snowy Range.

First-Time Hogadon Season Passes are available all season long for just $175.00 and can be purchased at the Casper Recreation Center or at Hogadon Ski Area.

The Hogadon team along with Mountain Sports and Casper Mountain Snow Sports School is excited to offer ?Learn to Ski/Snowboard Weekends? every Saturday and Sunday throughout the season. This program offers the opportunity to learn how to ski or snowboard for just $35.00. The ?Learn to Ski/Snowboard Weekends? include a lift ticket, a 2 hour lesson and equipment rental all for one great price. Eagles rally around embattled coach Andy Reid

PHILADELPHIA (AP) - From rookies to veterans, the Philadelphia Eagles fully support Andy Reid.

While many fans wanted him fired a long time ago and the media expects he'll be gone next week, Reid's players are firmly behind their embattled coach.

"I feel like Coach Reid will be here," LeSean McCoy said Thursday. "That's my mindset until I'm told otherwise. He's a great coach. I support him. I think he should stay here."

Almost to a man, other players expressed similar thoughts. That's a rarity these days in the NFL. Players are known to grumble about their coach, especially when a team isn't having much success and he's on the hot seat.

It's a different story in Philadelphia. In all corners of the locker room, the Eagles have Reid's back. You won't even find players complaining about him off the record, and no one has said he should go.

"If you look at Coach Reid's track record, the things he's been able to accomplish is going to be hard to top," Michael Vick said. "It takes a lot of hard work, a lot of commitment, and the one thing I can say is he committed himself to being the best coach that he could be and having his players in the best possible position week in and week out to try to win the games.

"You don't win them all and every good thing comes to an end. If that is the case, we don't know and the same thing for me, throughout it all I can say we stay confident, we had fun and we're going to try to go out and win this last one."

The Eagles (4-11) close out a dismal season at the New York Giants (8-7) on Sunday. For the second straight year, they began with high expectations only to fail miserably. It's a widespread assumption it will cost Reid his job.

Owner Jeffrey Lurie said before the season that another 8-8 finish would be "unacceptable." He also said "we need substantial improvement" for him to give Reid a contract extension. Reid, though, has one more year left on his deal for about $6 million.

"We really hope he's back next year," Jason Avant said.

Reid has won more games in 14 seasons than any coach in franchise history. With 140 victories, including playoffs, he's 22nd on the NFL career list. He's led the Eagles to nine playoff appearances, six division titles, five NFC championship games and one Super Bowl loss.

But his failure to win the franchise's first NFL title since 1960 is how he's measured in this football-crazed city.

"Andy had a hand in bringing everybody here in. Obviously, he put faith in us and had a lot of trust in us," said Cullen Jenkins, who had a heated exchange with Reid on the sideline during a preseason game. "We haven't been able to live up to the expectations of the coaches or the fans. We still have to try and give whatever else we can give right now. The only thing we can do is to try and get a win in the last game."

The Giants still have slim playoff hopes, so a victory send-off for Reid also would knock a division rival out of contention. Playing spoiler doesn't mean as much to the Eagles as winning one for their coach.

This already was a difficult year for Reid before the Eagles even played their first regular-season game. His oldest son, Garrett Reid, died during training camp after a long battle with drug addiction.

"Coach has given us so much," safety Kurt Coleman said. "To go through what he's gone through and to continue to fight for us, we're not going to stop fighting for him. That's not what's going to happen. We're going to prepare. We want to get this one bad. We really do. I don't want to say this is going to be his last game. I hope it's not so I just want to finish this season strong and hope for the best."

China claims world's longest highspeed rail line, takes travelers 1,428 miles in a workday

China has a thing for pushing the limits of trains. As of today, that includes distance: the country claims to have the world's longest high-speed rail line. Paying ¥865 ($139) will take you 1,428 miles from Beijing in the north to as far as Guangzhou in the south. The 8-hour, 186MPH trip is technically slower than flying, but it's cheaper and potentially less stressful than the often protracted airport boarding process. It's certainly far more viable than the 20-hour rail trip it's replacing, which could lead to some locals choosing a ground route that wasn't even a realistic option until now.

Amour might seem hardly the stuff of entertainment, yet the reason it has been acclaimed isn't mysterious. Confronting death, it studies life, closely and lovingly.

D.C. Police ? NBC requested and was denied ... - Legal Insurrection

As noted in an earlier post, an email has surfaced purporting to be from the D.C. Metropolitan Police Department stating that NBC requested permission to use a high capacity ammunication magazine and that the request was denied.

The email first appeared on?the AR15 gun forum, and then at the The Patriot Perspective blog which first broke the Gregory story.

Here is the email, with the addressee?s identity removed:

?From: ?DC Police (imailagent)? <customerservice.mpd2@dc.gov>
Subject: Email from DC Police (Intranet Quorum IMA00519327)
Date: December 24, 2012 4:13:12 PM EST
To: -

The Metropolitan Police Department is in receipt of your e-mail regarding David Gregory segment on ?Meet the Press.? MPD has received numerous e-mails informing us of the segment. NBC contacted MPD inquiring if they could utilize a high capacity magazine for their segment. NBC was informed that possession of a high capacity magazines is not permissible and their request was denied. This matter is currently being investigated. Thank you for taking the time to bring this matter to our attention.

Customer Service ? Metropolitan Police Department?

Fearing the email was a hoax, I was cautious about running the text of the email. But as earlier reported, a confidential source who works for D.C. government verified that the email was in a format used by the MPD:

?? the Metropolitan Police Department email reply you received is genuine. DC Government uses ?Intranet Quorum? software designed by Lockheed to manage general inquires. The email address and the subject line of the email you received are consistent with that software.?

Now I have received confirmation that the e-mail is authentic.

(added) For much of the day yesterday and last night I sought confirmation from the D.C. Police.? After numerous emails exchanged last night and conversations this morning, I finally was able to receive the authentication needed, as well as confirmation of the request by NBC and denial by the MPD.

I forwarded the text of the email, exactly as it appears above, to?Gwendolyn Crump, Director, Office of Communications for the MPD, with the following question:

Can you confirm that is a real email sent from your system. I am informed that the email format is consistent with the Intranet Quorum format you use. Putting aside the substance of the investigation, I just want confirmation that it is a genuine email sent from your system.

I would appreciate your response on that specific question. Thank you.

Ms. Crump responded:

?Yes. I can confirm that what you sent appears to be the IQ system message.?

I further followed up to make sure that the email was an actual email sent by MPD, not just that it ?appeared? to be one, and Ms. Crump confirmed:

?Yes, that email was sent from MPD.?

Officer Aziz Alali of the MPD Public Information Office further confirmed the authenticity of the e-mail, and gave me this statement by telephone:

?NBC contacted the Metropolitan Police Department inquiring if they could utilize a high capacity magazine for this segment. NBC was informed that that possession of a high capacity magazine is not permissible and?the request was denied. This matter is currently being investigated and I cannot get into any further specifics on this investigation.?

NBC News has not responded to multiple inquiries?as to the request and denial, or whether the magazine was real or just a prop. During the segment in question, Gregory stated ?here is a magazine for ammunition that carries 30 bullets.?

If it turns out the magazine was in violation of D.C. law, the fact that NBC News was warned by the D.C. Police not to use the magazine puts a whole new light on the incident, turning it into an intentional violation of the law.? While the law does not require intent, the existence of intent could influence a decision whether or not to prosecute.

Yeast species may cause differences in otherwise identical grapes from the same vineyard

Choosing the perfect wine may soon involve more than just knowing the perfect vintage and chateau. Differences in the microbes present on grapes even in different parts of the same vineyard may contribute to flavor fluctuations in samples of grapes from different tanks, according to research published December 26 in the open access journal PLOS ONE by Mathabatha Setati and colleagues from Stellenbosch University, South Africa.

"In the wine industry, the fungal communities on grapes are especially important. The microbial species present on the berry may contribute to the fermentation process, and therefore the aromatic properties of the resulting wine", the authors explain. For this study, the researchers sampled grapes from different vines in three well-established commercial vineyards, each of which used a different farming system - organic, traditional or biodynamic- to cultivate the grapes.

Across the three cultivation practices, they found that the same yeast species dominated in all vineyards, but the least treated vineyard had more variety of fungal species than the other two. They also found that within a single vineyard, small differences between vines, such as in temperature or sun exposure, could significantly alter the composition of the fungal community on grape surfaces. Setati adds, "Our findings could help viticulturalists and winemakers plan microharvest better, and implement better wine blending strategies to ensure consistency."

When I say ?telecommuting,? do you picture yourself easing into the workday in a pair of fuzzy slippers? Well, so does your boss. But the reality is, you?re both dreaming. Because a new study shows that folks who work at home at least some of the time put in more hours than those who stay at the office. That?s according to work published in the journal Monthly Labor Review. [Mary C. Noonan and Jennifer L. Glass, The hard truth about telecommuting]

Telecommuting for a portion of the workweek certain has its appeal. Avoiding the time and cost involved in commuting and presumably having a more flexible schedule and a better work-life balance are all potential pluses. But are employees really able to take advantage of such work-at-home perks?

Researchers took advantage of labor information from census bureau surveys and were surprised by what they found. First off, the proportion of people who work remotely remained unchanged from the mid-?90s to the mid-2000s the most recent data available. Second, those who do telecommute are more likely to work overtime, an additional 5 to 7 hours on top of the standard 40.

Which means that people who work from the comfort of home are not slackers in slippers. They?re more likely tech-savvy self-starters?who don?t know when to stop.

It?s so easy to forget how young Alex Morgan is. And equally easy to forget how far this goal-scoring wonder has come in such a remarkably short time.

She was barely a starter to begin the season ? and yet look at her now:

She is the new Mia Hamm, the complete bundle, an All-American-type blessed with oodles of skill, humble beneath the bright lights, comfortable in her own skin, willing to be the spokesperson and appreciative that so many pony-tailed Saturday morning superstars are falling over at the very prospect of standing near her.

Clearly, Abby Wambach, Hope Solo, Christie Rampone, Carli Loyd and others had their say in the remarkable year just completed by a U.S. women?s team that went a full year at pedal-to-the-metal high rev.

But Morgan pitched in significantly too as the team lost just once in 32 matches (a 28-3-1 record) while claiming Olympic gold in the London Games. The Californian was U.S. Soccer?s Female Player of the Year ? well, never mind that, really, because she was pretty much everyone?s U.S. player of the year.

Morgan?s statistical contributions to the calendar year: 28 goals and 21 assists. Truly, the numbers become stunning as they keep tumbling forth:

Her 28 goals were third-best ever in a U.S. Soccer calendar year, behind only Abby Wambach (31 in 2004) and Michelle Akers (39 in 1991).

She was the youngest to join the 20-goal club.

Morgan?s 21 assists tied her for the second-most in a calendar year, just one off Hamm?s mark from 2004.

?Looking back, it?s amazing to look at the stats,? Morgan told Foxsports.com. ?I don?t know that I dreamt of making those numbers.?

But it wasn?t just the statistics, it was the big moments. Who could forget how she helped save the drive for Olympic gold with that late goal in Manchester?

Oh, sorry ? I got carried away in the wash of numbers and accolades. I forgot to mention the main point here: She?s only 23.

What a career this talented young woman has ahead of her.
