Banks Have Become ?Too Big To Fail? Again. Uh-Oh.

There are two competing narratives about recent financial-reform efforts and the dangers that very large banks now pose around the world. One narrative is wrong; the other is scary.

At the center of the first narrative, preferred by financial-sector executives, is the view that all necessary reforms have already been adopted (or soon will be). Banks have less debt relative to their equity levels than they had in 2007. New rules limiting the scope of bank activities are in place in the United States, and soon will become law in the United Kingdom?and continental Europe could follow suit. Proponents of this view also claim that the megabanks are managing risk better than they did before the global financial crisis erupted in 2008.

In the second narrative, the world?s largest banks remain too big to manage and have strong incentives to engage in precisely the kind of excessive risk-taking that can bring down economies. Last year?s ?London Whale? trading losses at JPMorgan Chase are a case in point. And, according to this narrative?s advocates, almost all big banks display symptoms of chronic mismanagement.

While the debate over megabanks sometimes sounds technical, in fact it is quite simple. Ask this question: If a humongous financial institution gets into trouble, is this a big deal for economic growth, unemployment, and the like? Or, more bluntly, could Citigroup or a similar-size European firm get into trouble and stumble again toward failure without attracting some form of government and central bank support (whether transparent or somewhat disguised)?

The U.S. took a step in the right direction with Title II of the Dodd-Frank reform legislation in 2010, which strengthened the resolution powers of the Federal Deposit Insurance Corporation.? And the FDIC has developed some plausible plans specifically for dealing with domestic financial firms. (I serve on the FDIC?s Systemic Resolution Advisory Committee; all views stated here are my own.)

But a great myth lurks at the heart of the financial industry?s argument that all is well. The FDIC?s resolution powers will not work for large, complex cross-border financial enterprises.? The reason is simple: U.S. law can create a resolution authority that works only within national boundaries. Addressing potential failure at a firm like Citigroup would require a cross-border agreement between governments and all responsible agencies.

On the fringes of the International Monetary Fund?s just-completed spring meetings in Washington, D.C., I had the opportunity to talk with senior officials and their advisers from various countries, including from Europe. I asked all of them the same question: When will we have a binding framework for cross-border resolution?

The answers typically ranged from ?not in our lifetimes? to ?never.? Again, the reason is simple: Countries do not want to compromise their sovereignty or tie their hands in any way. Governments want the ability to decide how best to protect their countries? perceived national interests when a crisis strikes. No one is willing to sign a treaty or otherwise pre-commit in a binding way (least of all a majority of the U.S. Senate, which must ratify such a treaty).

As Bill Dudley, the president of the New York Federal Reserve Bank, put it recently, using the delicate language of central bankers, ?The impediments to an orderly cross-border resolution still need to be fully identified and dismantled. This is necessary to eliminate the so-called ?too big to fail? problem.?

Translation: Orderly resolution of global megabanks is an illusion. As long as we allow cross-border banks at or close to their current scale, our political leaders will be unable to tolerate their failure. And, because these large financial institutions are by any meaningful definition ?too big to fail,? they can borrow more cheaply than would otherwise be the case. Worse, they have both motive and opportunity to grow even larger.

    Paneer Jalfrezi

    Paneer Jalfrezi is a colorful, healthy Indian Vegetarian dish and a classic among paneer recipes. A low calorie paneer dish that has contrasting textures with melt in the mouth soft paneer and the bell peppers provide a flavorful crunch. It makes for a wonderful filling with wraps and a good side dish with rotis. There are a few variations to Paneer Jafrezi recipe but the one I am posting today is the one I like to hang on to and make pretty often.

    You could saute the paneer in oil or ghee till golden brown before adding to the vegetables or use paneer that has been dunked in warm water for 15 minutes. And please do not omit roasted fenugreek powder aka kasuri methi when making this easy vegetarian dish.

    Paneer Jalfrezi Recipe

    Prep time: 15 min

    Cook time: 25 min

    Yield: 4

    Main Ingredients: paneer capsicum

    Ingredients

    • Paneer - 1/4 kgs, cut into long pieces (1 1/2" length), place in warm water till use
    • Onion - 1, medium, finely sliced
    • Ginger garlic paste - 1 tsp
    • Red Capsicum - 1/2 (optional), julienne
    • Green Capsicum - 1, julienne
    • Baby corn - 4, cut diagonally into 1" pieces (optional)
    • Carrot - 1, peel and julienne
    • Beans - 3, cut diagonally into 1" pieces (optional)
    • Tomato - 1, deseed and slice into long strips
    • Tomato puree - 1/4 cup
    • Tomato ketchup - 1 tbsp
    • Red chili powder - 1 tsp
    • Coriander powder - 1 tsp
    • Garam Masala powder - pinch
    • Kasuri Methi - 1/2 tsp, crushed
    • Lemon juice - 1 tbsp
    • Salt to taste
    • Oil - 1 1/2 tbsps

    Method

    1. Heat oil in a cooking vessel. Once hot, add cumin seeds and allow them to splutter. Add sliced onions and saute for 5 mts. Add ginger garlic paste and saute for 3 mts.
    2. Add red chili powder, turmeric powder, kasuri methi, coriander powder and salt. Mix well. Add tomato puree and cook for 3 mts. Add sliced beans, carrots and cook for 5 mts on low to medium flame. Mix once in a while.
    3. Add tomato ketchup and mix. Add capsicum pieces and cook on low to medium flame for 5 mts. Mix once in a while.
    4. Add the paneer pieces and tomato pieces and mix well. Sprinkle 3-4 tbsps of water and mix well. Cook for 4-5 mts on medium high flame tossing the contents.
    5. Finally add garam masala and lemon juice and mix well. Turn off flame and remove to a serving bowl. Serve with warm rotis or as filling for wraps.

    Tips

    • Capsicum and tomatoes are essential ingredients while carrot, beans and baby corn are optional.
    • Lemon juice can be substituted with amchur powder (1/2 tsp).
    • Paneer pieces can be sauteed in 2-3 tsps oil till lightly brown before adding to the jalfrezi.
    • Kalonji or nigella seeds (1/2 tsp) can be added along with cumin seeds at the time of tempering.

    Paneer Jalfrezi is a tasty Indian vegetarian dish that goes well with wraps or rotis. Like most Paneer recipes, its healthy, simple, quick and flavorful.

    The English Language (EL) Fellow Program fosters mutual understanding between the people of the United States and those of other countries by sending talented, highly qualified U.S. educators in the field of Teaching English to Speakers of Other Languages (TESOL) on ten-month fellowships to overseas academic institutions in all regions of the world. The program promotes English language learning and enhances English teaching capacity abroad.     Source: Bombing suspect showed no fear or remorse during hospital hearing

    NBC's Michael Isikoff reports on what a source, inside the hospital room with Dzhokhar Tsarnaev, is telling him about Tsarnaev's interaction with investigators. NBC analyst Roger Cressey also joins to discuss what authorities are now saying about the Tsarnaev brothers' possible plans for an attack on New York City.

    A badly wounded but awake Dzhokhar Tsarnaev showed little signs of fear or remorse during his hospital room court hearing earlier this week and his heart monitor didn?t register a blip when he was told he was facing the death penalty in the Boston Marathon bombing case, according to a source familiar with the events inside the hospital room when he was read his rights.

    Tsarnaev?s face was splotched and swollen, his left hand was bandaged, and he was unable to talk during the brief court hearing presided over by U.S. Judge Marianne Bowler on Monday afternoon.

    The surviving bombing suspect mouthed rather than said the word ?no? when asked if he could afford a lawyer and nodded in the affirmative when asked if he understood his rights.

    But Tsarnaev appeared to fully follow the proceeding, the source said. The most telling moment, the source said, came early on when, after Tsarnaev was informed of the two charges against him, the judge asked prosecutor William Weinreb to spell out the possible penalties he was facing.


    ?Your honor, the maximum penalty is death,? Weinreb said, according to a public transcript of the proceeding.

    Tsarnaev showed no reaction ? nor did his heart monitor register any change, the source said. ?There was no blip at all,? said the source.

    But heart monitors don?t always register emotional responses ??and there is no way to tell what impact medications Tsarmaev may have been given had, according to medical experts.

    There have also been conflicting reports about Tsarnaev?s mental state in the days after his capture. ?Over the weekend, he?s in and out of lucidity,? Rep. Mike Rogers, chairman of the House Intelligence Committee, said on MSNBC?s ?Andrea Mitchell? show on Thursday. ?He?s got ? he?s on medication, he?s talking, but he?s not talking, he?s unconscious, he?s going for medical procedures.?

    But those present at the bedside court hearing were convinced that Tsarnaev was fully cognizant of the circumstances he was facing, the source said. Judge Bowler agreed. ?I find the defendant is alert, mentally competent and lucid,? she said, according to the transcript. ?He is aware of the nature of the proceedings.?

    The court proceeding erupted as a source of controversy Thursday when Rogers charged that Judge Bowler had interfered with FBI questioning of Tsarnaev ? and that the Justice Department failed to object ? when she ordered that Tsarnaev be read his rights on Monday, a day after he was charged in a then-sealed complaint at 6:47 p.m. Sunday.

    FBI agents were questioning Tsarnaev ? and getting his responses in writing ? under a ?public safety exception? that allows agents to obtain information from criminal suspects for 48 hours without reading them their constitutional rights informing them they have the right to remain silent and a right to a lawyer. The information that agents got ? including the disclosure Thursday that Tsarnaev and his brother had talked about driving to Times Square to set off more bombs ? came during those sessions over the weekend.

    But Rogers said Thursday that FBI agents ?weren?t quite finished with him? when Bowler directed that the court hearing take place that Monday. ?To have the court affirmatively push their way in, is ? A) I think it's wrong, and B) we should have given the FBI the time that they needed.? Justice Department officials ?have a lot of explaining to do.?

    Bowler, asked by NBC News about Rogers? charges in her federal courtroom in Boston Thursday, replied: ?The court does not comment.?

    A? federal law enforcement official disputed Rogers? account, telling NBC News that FBI agents had already left the hospital room and wrapped up their questioning before the court hearing took place mid-day Monday. In a statement emailed to reporters Thursday, Justice Department spokesman Dean Boyd said that, after the criminal complaint was filed, the rules of criminal procedure required the judge to advice the defendant of his rights.?

    ?The prosecutors and FBI agents in Boston were advised of the scheduled initial appearance in advance of its occurrence,? he said.?

    Oakland County outlook forecasts 42,000 jobs through 2015 ...

    University of Michigan economists predict Oakland County businesses will add 42,000 jobs through 2015, reversing disastrous job losses of more than 160,000 during the first decade of the century that peaked in 2009 when 60,000 jobs vanished.

    George Fulton and Donald Grimes say job growth will be 11,600 this year, 13,300 in 2014 and 16,700 in 2015.

    The economists said businesses added 48,000 jobs in 2011 and 2012, the county's best back-to-back years since 1994 and 1995.

    But even with job growth through 2,015, the recovery since 2009 will only account for 62 percent of the jobs lost between 2000 and 2009.

    "Oakland's recovery is becoming as remarkable as the retrenchment that preceded it," Fulton said in an embargoed statement before the release of their report at 10:30 a.m. and their presentation to a crowd of nearly 600 at noon in Troy.

    "Since the recession's low point at the end of 2009, the recovery has been red-hot with a growth rate averaging 3.8 percent per year in 2011 and 2012," Fulton said. "We see the continuation of a solid recovery through 2015, extending its span to six years, but with job growth moderating from its sizzling pace of the past two years."

    The economists said the growth of high-wage industries with pay of more than $62,000 accounted for more than half the growth.

    "That the past two years were special is reinforced by the finding that private-sector job gains well exceeded what they averaged per year over the 1980-2000 period, prior to the extended weakness of the 2000s," Fulton said.

    Fulton and Grimes predict 35,000 jobs will be added in the service sector the next three years, with 15,500 of them in professional and business services, 5,300 in health services, 5,300 in wholesale and retail trade, 4,100 in leisure and hospitality, and 2,300 in finance, insurance and real estate.

    Professional and business services growth will be in engineering, employment services, computer systems design, corporation and management, and testing laboratories, they said.

    Manufacturing and construction is expected to add 4,100 jobs over the next three years, with 1,400 in auto manufacturing and 2,700 in construction.

    Automakers have rebounded since the bankruptcies in 2009 of General Motors and Chrysler, and the growth of construction jobs indicates a recovering real estate sector.

    "Within the construction industry, most of the job gains are the result of increased residential construction activity, while industrial and commercial construction improves at a more modest pace," Grimes said.

    The government sectors, including public education, continues to shed jobs, but job losses will slow before 200 are added in 2015, they predict.

    Oakland County's economy ranks 10th among 36 comparable counties nationwide, their report indicates.

    Betaworks acquires Instapaper with a plan for expansion

    If you're the sort who likes to catch up on web articles through a dedicated reader app, you're likely familiar with Instapaper and its lone creator, Marco Arment. His solo work makes for a cohesive experience and a great story, but it also involves a lot of strain -- enough so that Arment is selling majority control of the app to Betaworks, the owner of Bitly and Digg. Thankfully, this shouldn't represent a classic acquire-and-absorb deal that ultimately kills the original brand. Arment says he'll remain involved as an advisor, and the takeover is arranged with promises that Betaworks will add staff and continue building the read-it-later tool. While neither side has said just where they'll take Instapaper with more resources, there's a real chance that competitors like Pocket will feel some added pressure.

    How Can I Record Calls on My Smartphone?

    I'd like to make recordings of my phone calls with coworkers so we can refer to them for notes later. Is there an easy way to do this on my smartphone?

    As long as you're just looking to record your consensual conversations with coworkers, you should be fine, but for everyone else, it's a good idea to brush up on when it's legal to record calls first. That being said, you have a few options.

    Our Pick: Google Voice

    Google Voice gets its own section because it requires a bit more than just a download to set up. If you already have a GV number, then you're good to go, but not everyone does. If you only need to record a call every now and then, it might be worth your time to set up a new, dedicated number and instruct your coworkers to call that line when you need to record. Since Google Voice is tied to calling in Gmail, you're not just limited to calls placed via phones. Desktop users can also record incoming calls.

    There's one caveat, though: Google Voice can only record incoming calls. This is likely to help prevent abuse and avoid legal gray areas since users can't place an outgoing call and begin recording before the other party has a chance to give permission or hear the alert that the conversation is being monitored.

    To start recording while on a call, simply press 4. This works across platforms and doesn't require a dedicated app. Once you're finished, you can either press 4 again to stop recording or just hang up. The audio file will appear in your Google Voice account, which you can access via apps on iOS, Android, or on the web.

    Other Free Methods

    We like Google Voice because it solves a lot of the problems associate with call recording up front: calls get routed through Google's servers so they're easy to record and it's not necessary to write an app that supports a hundred phones. However, when you're dealing with phone calls that aren't via VoIP, you run dangerously close to wiretapping laws, which can get complicated. Most developers solve this problem in one of two ways.

    The first way is crude, but (sometimes) effective: recording all audio through your microphone. In order to do this, you have to turn your volume up or use speakerphone. Unfortunately, this will usually result in extremely poor audio quality, but it gets the job done. Record My Call for Android uses this method, though the iPhone seems to block the ability to record via the microphone while in a call entirely.

    InCall Recorder for Android deviates from this method by being able to record any phone call without resorting to the microphone. However, some users on the Play Store have found it incompatible with their device, but your mileage may vary. Also, this obviously doesn't help iOS users.

    More Reliable Paid Methods

    The other method to skirt wiretapping laws is to reroute phone calls through a VoIP service. Many services offer the option to record a call while it's being run through their own servers. This allows the user to record both incoming and outgoing calls on any device (which is technically how Google Voice works as well). Here are a few services you can try that will cost you money:

    • IntCall (pay per minute, iOS & Android)
    • Handsfree.ly (pay per call, iOS)
    • Record Phone Calls ($10 for app + "yearly maintenance", iOS & Android)

    The pricing models are different for each service and can get expensive if you need them for more than just a few minutes every now and then. However, you'll avoid a lot of the technical problems that some of the free apps run into.

    You have a lot of options for recording calls, but if you're not a Google Voice user, you may need to do some trial and error to figure out what works and what doesn't on your handset. Also, be sure to check your local laws to ensure that call recording is legal and get the consent of everyone on the call when possible, just to be safe.

    White House backs Reid?s sequester plan

    With deep federal spending cuts known as the sequester beginning to affect air travel and forcing some public sector layoffs, the White House on Wednesday seemed to offer public support for Democratic Senate Majority Leader Harry Reid's proposal to temporarily pay down the sequester without generating new tax revenue.

    White House officials previously stated the president would not support any measure to replace the sequester that did not include some new tax revenues?what they called a "balanced" approach to deficit reduction.

    Reid's plan suggests using some of the $650 billion in the Overseas Contingency Operation (OCO) fund for the wars in Afghanistan and Iraq to pay down the sequester for about five months on the presumption the U.S. will not spend all the funds allocated given that the Iraq war has ended and U.S. combat troops are on track to leave Afghanistan by the end of 2014.

    "We believe that Senator Reid's proposal is a good one," White House press secretary Jay Carney said at Wednesday's press briefing. It would "temporarily delay the sequester and all the negative effects that we're talking about down to air travelers, families, seniors, as well as the job loss and the drag on our economy in order to allow for the discussions that the president has made in trying to find common ground with Republicans to bear fruit..."

    When asked to explain the White House's seeming about-turn on tax revenues, Carney repeated that the White House is supportive of Reid's plan in order to "allow time" for Congressional leaders and the White House to find "common ground."

    Republicans dismissed Reid's plan as?at best?a budget gimmick.

    "So, whether OCO is the mother of all gimmicks, or just a glaring one?everybody other than the Majority Leader evidently agrees on one thing: It?s the height of fiscal irresponsibility," Senate Minority Leader Mitch McConnell said on the Senate floor Wednesday.

    McConnell later cast Reid's plan as a significant and potentially positive development: "There?s now bipartisan agreement that tax hikes won?t be a replacement to the sequester," he said.

    There's enough real evidence supporting the theory that Kubrick was a genius, and that's pretty entertaining all by itself.

    It's about the human need for stuff to make sense - especially overpowering emotional experiences - and the tendency for some people to take that sense-making to extremes.

    The results can range from enlightening - Kubrick did like to mess with things - to embarrassing. But it's never dull. "Room 237" shines.

    You don't have to buy any of the nutty theories in Room 237 to appreciate what director Rodney Ascher has accomplished.

    It's nuts, in the best possible way.

    Their imaginings are not far removed from the deconstuctionist gobbledygook that has hammerlocked academic film and literary scholarship. But here at least the gobbledygook is entertaining.

    Kubrick fans will take 'Shining' to 'Room 237.'

    The credibility of these theories ranges from faintly plausible to frankly ridiculous, but Ascher isn't interested in judging them; his movie is more about the joys of deconstruction and the special kind of obsession that movies can inspire.

    Some of the interpretations seem more of a stretch than others but all are entertainingly presented by director Rodney Ascher. (The movie) serves as a testament to Stanley Kubrick's cinematic mastery.

    As fascinating as it is frustrating

    It is nice to see a doc that makes you smile instead of making you angry. Anyone who is a fan of Stanley Kubrick will eat this up.

    Powered by a deep and abiding affection for both The Shining and Kubrick in general, Room 237 is an amuse-bouche of remix culture.

    Room 237 is an extended riff of the "Paul is dead" variety. But, you know what? Sometimes a guy moving a table in the background is just a guy moving a table in the background.

    A diverting excursion for lovers of Kubrick's films...even if, at over a hundred minutes, it does go on a bit long.

    A fascinating doc that will get both film geeks and conspiracy theorists alike drooling, it all but guarantees you'll never watch The Shining quite the same way again.

    Confounding, eye-opening, and often hilarious.

    I suspect that Ascher's intention was to dynamize an academic exercise, but these constant, sundry inserts render the tone as corny and glib as a VH1 special.

    Utah elementary school evacuated; suspicious device found

    (Reuters) - A suburban Utah elementary school was evacuated on Monday and a suspicious device found on the campus, the school said on its website.

    Mountain View Elementary School in Layton, south of Ogden, said all students were safely evacuated but would not be returning on Monday. Parents were asked to pick up their children at a nearby Mormon church as soon as possible.

    The school did not immediately release further details but the Salt Lake Tribune newspaper reported that police had detonated a suspected explosive device that had been found on the roof of the campus by a maintenance worker.

    "The employee said it looked like a pipe bomb. He took it off the roof ? not too sure why he did that ? but police were then notified," Davis School District spokesman Chris Williams told the Tribune.

    The newspaper said a Davis County Sheriff's Department bomb squad was on the scene in addition to police and firefighters.

    Genetics defines a distinct liver disease

    Apr. 21, 2013 ? Large-scale genetic study defines relationship between primary sclerosing cholangitis and other autoimmune diseases.

    Researchers have newly associated nine genetic regions with a rare autoimmune disease of the liver known as primary sclerosing cholangitis (PSC). This brings the total number of genetic regions associated with the disease to 16.

    Approximately 70 per cent of people who suffer from PSC also suffer from IBD. The team showed that only half of the newly associated genetic regions were shared with inflammatory bowel disease (IBD). For the first time, this definitively proves that PSC, although genetically related to IBD, is a distinct disease.

    PSC is a chronic, progressive disease of the bile ducts that channels bile from the liver into the intestines. It can cause inflammation of the bile ducts (cholangitis) and liver scarring that leads to liver cirrhosis and liver failure. There are no effective treatments available. Although PSC affects only one in 10,000 people, it is a leading cause of liver transplant surgery.

    ?Before our study, it was never quite clear whether PSC was a complication of IBD or a distinct disease in its own right,? says Dr Carl Anderson, lead author from the Wellcome Trust Sanger Institute. ?We have proven it to be a unique disease, and hope that our results will inform the development of more effective treatments, designed to target the biological pathways involved in causing the disease?.

    The work involved an international group of scientists from the International PSC study group recruiting patients from 13 countries within Europe and North America. Without this large collaborative effort it would not have been possible to obtain the large number of patient DNA samples necessary for the study.

    The team used DNA genotyping technology to survey more thoroughly regions of the genome known to underlie other immune-related diseases to discover if they also play a role in PSC susceptibility.

    In addition to the nine genetic regions newly associated, they also saw strong signals at three regions of the genome previously associated with the disease. Of these twelve genetic regions, six are also associated with IBD, while the six other regions showed little to no association in a recent large study of IBD.

    ?Using the Immunochip genotyping chip, we can pull apart the genetic relationships between these autoimmune diseases and begin to see not only their genetic similarities, but also the differences,? says Jimmy Liu, PhD student and first author from the Wellcome Trust Sanger Institute. ?As PSC is a rare disorder, sample collection is more difficult than for other, more common, autoimmune diseases. We hope that with more samples from patients, we?ll be able to link more genetic regions to the disease, and it will become easier to identify underlying pathways that could act as therapeutic targets.?

    Three of the genetic regions associated with PSC fall within a single biological system that underlies variation in T cells, cells important to our immune response. One gene that controls this pathway, HDAC7, is known to be a key factor in immune tolerance and the new data strongly suggests exploring the possibility that drugs affecting HDAC7 function may serve as future therapeutics in PSC.

    In an extended analysis, the team identified an additional 33 genetic regions that are also involved in several common immune-mediated conditions (celiac disease, Crohn?s disease, ulcerative colitis, type 1 diabetes, rheumatoid arthritis, sarcoidosis and psoriasis). This analysis shows that PSC shares many genetic risk loci with other immune-mediated diseases and opens up the possibility for testing drugs known to be effective in genetically similar diseases for efficacy in PSC.

    The next step for the team is to do a high-powered search throughout the entire genomes of PSC patients to find specific regions associated with PSC outside of the regions included on the Immunochip genotyping chip.

    ?This study has uncovered more about the genetics underlying PSC than any before it, but this is only the first step? says Dr Tom Hemming Karlsen, lead author from Oslo University Hospital, Norway. ?We hope the ongoing scientific and clinical research being conducted through the International PSC study group will help improve the outlook for those currently suffering at the hands of this disease?

    ?Our study, which is the largest of its type for PSC, would not have been possible without the help of the patients with this rare disorder,? adds Dr Hemming Karlsen.

    Dempsey sparks Tottenham past Man City 3-1

    LONDON (AP) ? American midfielder Clint Dempsey tied the game in the 75th minute with the first of three Tottenham goals in a seven-minute span, and Spurs rallied past Manchester City 3-1 Sunday to move the defending Premier League champions to the brink of elimination.

    Manchester United (26-4-3) can clinch a record 20th English league title when it hosts Aston Villa on Monday night. City (20-5-8), which led after Samir Nasri's fifth-minute goal, trails by 13 points and has five games remaining.

    Dempsey slid to poke in Gareth Bale's cross with his left leg from 2 yards, beating goalkeeper Joe Hart. In his first season with Spurs, Dempsey has six league goals and 11 overall. Jermain Defoe put Tottenham ahead in the 79th, and Bale scored in the 82nd.

    Attorney: Scant evidence in Mississippi ricin case

    OXFORD, Miss. (AP) ? Federal authorities have scant evidence linking a Mississippi man to the mailing of ricin-laced letters to the president and a senator, his attorney says.

    Christi McCoy said after a court hearing Friday that the government has offered no evidence to prove her client, Paul Kevin Curtis, had possession of any ricin or the seed from which it is extracted ? castor beans. An FBI agent testified during the hearing that he could not say if investigators had found ricin at Curtis' home, and McCoy said the evidence linking the 45-year-old to the crime so far has hinged on his writings posted online.

    He is adamant that he did not do this, and she said she has seen nothing to prove him wrong.

    Curtis was ushered into the courtroom before the hearing began in an orange jail jumpsuit and shackles. He turned to face a young woman in the audience before the hearing and whispered, "I didn't do it."

    Prosecutors had wanted to delay the hearing because searches of Curtis home and car had not been completed and DNA and other tests are pending.

    Curtis' brother Jack Curtis and 20-year-old daughter Madison Curtis watched the court proceeding and said afterward they are not convinced he did what he is accused of, even though they tried to keep an open mind about what would be presented.

    "After hearing what I heard in this courtroom, it appears to me that the reason I haven't been provided any evidence is there appears to be none that would link my brother directly to the charges that have been made," Jack Curtis said after the hearing.

    So far, Curtis is the primary focus for investigators and the only person arrested in connection with sending those letters and a third threatening letter mailed to a judge. But during a hearing Friday, FBI agent Brandon M. Grant testified that authorities were still trying to determine whether there were any co-conspirators.

    As the hearing went on for roughly two hours, Grant said under questioning by Curtis' attorney that he could not say whether any ricin had been found at Curtis' home because the investigation was ongoing. Investigators had found a package they were interested in, but Grant said he did not know what was in it.

    Grant also testified that there was one fingerprint on the letter sent to the judge, but that it didn't match Curtis. He said several people handled the letter, and DNA and other tests are pending.

    Curtis' lawyer peppered the agent with questions in an attempt to show the government had little hard evidence, but Grant said people's lives were at risk and it wasn't like a fraud investigation in which authorities could gather more evidence before making an arrest.

    Family and acquaintances have described Curtis as a caring father and enthusiastic musician who struggled for years with mental illness and who was consumed by trying to publicize his claims of a conspiracy to sell body parts on the black market.

    Curtis is an Elvis impersonator and performed at parties. Friends and relatives also say he spiraled into emotional turmoil trying to get attention for his claims of uncovering a conspiracy to sell body parts on the black market.

    Grant testified that Curtis' family had become increasingly concerned by his behavior.

    Grant said Curtis' ex-wife told authorities that he fought with his daughter around Christmas and told her, "Maybe I should go ahead and kill you."

    Madison Curtis said after the hearing that she loves her father and stands by him.

    Grant also testified that Curtis' ex-wife said Curtis once told her that he was in hostage situation in Chicago after a breaking up with a former girlfriend, threatened suicide and shot a gun in the air.

    However, the agent said they haven't been able to find a record of that.

    Grant's testimony ended Friday evening, but the hearing is set to continue Monday morning.

    In court documents, Curtis' attorney, Christi McCoy, gave some details of Curtis' arrest. Curtis had gone to get his mail outside his home and was planning to go to his ex-wife's home to cook dinner for her and their children when he was approached by officers in SWAT gear, she wrote. He was then interrogated at an FBI office for several hours, handcuffed and chained to a chair.

    Curtis cooperated to the best of his ability, but when he suggested he might need a lawyer, an agent discouraged that, McCoy wrote.

    According to an FBI affidavit, the letters he sent read: "Maybe I have your attention now even if that means someone must die."

    Officials have confirmed that the letters contained ricin.

    While the toxin can be extremely lethal in its purest form, experts say more crude forms are relatively easy to make.

    The FBI has not yet revealed details about how the ricin was made or how lethal it may have been. It was in a powdered form inside the envelopes, but the FBI said no one has been sickened by it so far. A senate official said Thursday that the ricin was not weaponized, meaning it wasn't in a form that could easily enter the body.

    More than a dozen officials, some wearing hazardous materials suits, were searching the home Friday where Curtis was arrested in Corinth, Miss. FBI spokeswoman Deborah Madden would not say if authorities have found ricin or materials used to make it in Curtis' home, and officials have not provided details about how Curtis may have either obtained or made the ricin.

    Curtis' ex-wife has said he likely didn't have the know-how to make ricin, and she did not know where he would buy it because he was on disability. But Cohen said ricin was once known as "the poor man's bioterrorism" because the seeds are easy to obtain and the extraction process is relatively simple.

    "Any kid that made it through high school science lab is more than equipped to successfully make a poison out of this stuff. Any fool can get recipes off the Internet and figure out how to do it," Cohen said.

    Those seeds, which look a bit like coffee beans, are easy to buy online and are grown around the world; they are often used to make medicinal castor oil, among other things. However, using the seeds to make a highly concentrated form of ricin would require laboratory equipment and expertise to extract, said Raymond Zilinskas, a chemical and biological weapons expert.

    "It's an elaborate process," he said.
