France's Juppe to push Arab League plan at U.N. (Reuters)

PARIS (Reuters) ? France's Foreign Minister Alain Juppe will address the U.N. Security Council in New York on Tuesday in an effort to push through an Arab-backed resolution for political change in Syria.

"The minister will be in New York on Tuesday to convince the Security Council to meet its responsibilities as the crimes against humanity committed by the regime get worse," Foreign Ministry spokesman Bernard Valero said on Monday.

Arab League chief Nabil Elaraby left for New York on Sunday where he will brief representatives of the Security Council on Tuesday, seeking support for the Arab peace plan, which calls for President Bashar al-Assad to step down.

France and Britain crafted the resolution in consultation with Qatar and Morocco, as well as Germany, Portugal and the United States. It is intended to supersede a Russian draft that Western delegations say is too accommodating to Assad and also no longer relevant in light of the recent Arab League proposals.

Veto-holding Russia, which said last week that parts of the Western-Arab draft resolution were unacceptable, said on Monday it wanted the Council to hear directly from the Arab League's observer mission in Syria before discussing any resolutions.

The French-backed draft resolution, obtained by Reuters, calls for a "political transition" in Syria. While not calling for U.N. sanctions against Damascus, it does say that the Security Council could "adopt further measures" if Syria does not comply with the terms of the resolution.

"It is time the Security Council acts to find a solution to this crisis," Valero said in a daily briefing to reporters.

France has been prominent in Western efforts to try to force Assad to end a crackdown on protests and has suggested a need to set up zones to protect civilians - the first proposal by a Western power for outside intervention on the ground.

Escalating bloodshed prompted the Arab League to suspend the work of its monitoring mission on Saturday. Arab foreign ministers, who have urged Assad to make way for a government of national unity, will discuss the crisis on February 5.

"The situation in Syria is appalling and is just getting worse," Valero said. "Everything must be done to put an end to the spiral of violence that has led to the bloody repression which we've seen for the last 10 months."

Juppe made a similar address in March to the 15-nation council when he urged it to adopt a resolution that would authorize a no-fly zone against Libyan leader Muammar Gaddafi. The resolution passed, with Russia and China abstaining, and within two days NATO air forces were bombing Libya.

Given Russian and Chinese objections now, and Syria's position, unlike Libya, at the heart of Middle East power politics, such an intervention seems unlikely as yet.

Trade cheats beware: new U.S. team will come after you: Kirk (Reuters)

DAVOS, Switzerland (Reuters) ? A new team of U.S. trade enforcers will make countries think twice about putting up unfair barriers to American exports, President Barack Obama's top trade official said.

U.S. Trade Representative Ron Kirk told Reuters that the team, announced by Obama last week, will include intelligence officials as well as representatives of other agencies in order to beef up U.S. resources and crack open markets.

"We want to make sure we aren't resource-constrained. Other countries know our budget and our resources ... and so they'll game the system because they know that we're very discriminating on which cases we make," Kirk said in an interview.

"We don't want them to make ... that bet that we don't have the resources to come after them if they're intentionally and unfairly discriminating against American exporters," Kirk said, speaking on the sidelines of the World Economic Forum in Davos, Switzerland.

He did not identify countries that could attract the attention of the unit, but Obama is under pressure to show business and voters he is taking a tough stance against China.

Republican presidential candidates have slammed Obama's handling of Beijing ahead of November's elections.

The U.S. trade deficit with China is expected to have hit a record of about $300 billion in 2011. Obama has set a target of doubling total U.S. exports between 2010 and 2015.

Kirk's office negotiates and enforces trade deals. But it has only about 250 employees, which could tempt countries to think they can flout world trade rules, Kirk said.

"This (the new unit) will provide a much better tool basket and put more bodies in terms of being able to develop some of these cases and gather the intelligence that is necessary to take some of these complex matters before the World Trade Organization," he said.

"There will be additional people, some additional resources," Kirk said without providing details of any extra funding for the unit.

FOCUS ON COLLABORATION

Obama announced the team during his January 24 State of the Union speech in which he said the United States needs to do more to tackle unfair foreign trade practices and rebuild American manufacturing.

As well as officials with the Commerce Department, which Obama is proposing to close as part of a government streamlining, customs personnel will also work with the unit, Kirk said.

"Even some of the intelligence agencies will be working collaboratively together" on the project, Kirk said.

Obama said last week his administration was more forceful than that of his predecessor in the White House, George W. Bush, in challenging other countries at the World Trade Organization.

Washington has filed six WTO cases since Obama took office in January 2009, five of them against China. Bush brought seven cases against China in his two terms although for most of his first year in office, China was not yet a member of the WTO.

U.S. trade officials say their main complaints against China are barriers to its agricultural and services markets, discriminatory industrial policies and weak intellectual property rights protection.

Kirk told Reuters in the interview, which was conducted on Thursday, that his office would lead the team.

Trade is likely to be high on the agenda when Obama hosts China's likely next leader, Vice President Xi Jinping, at the White House on February 14.

China has complained about anti-dumping duties applied to its exports to the United States and about restrictions on Chinese companies seeking to invest in U.S. firms.

(AP) ? Nestled among the few remaining businesses that dot a rundown highway in this dusty West Texas town stands what's become a surprise destination for marijuana-toting celebrities: the Hudspeth County Jail.

Willie Nelson, Snoop Dogg and actor Armie Hammer have been among the thousands of people busted for possession at a Border Patrol checkpoint outside town in recent years, bringing a bit of notoriety to one of Texas' most sparsely populated counties.

"Once I was in Arizona, and when I said where I was from, they said, 'That's where Willie Nelson was busted,'" said Louise Barantley, manager at the Coyote Sunset souvenir shop in Sierra Blanca.

Hudspeth County cameos aren't only for outlaws: Action movie star Steven Seagal, who's already deputized in Louisiana and Arizona for his reality show "Steven Seagal Lawman" on A&E, has signed on to become a county officer.

Locals already have found ways to rub shoulders with their celebrity guests.

Deputies posed for pictures with Snoop Dogg after authorities said they found several joints on his bus earlier this month. When Nelson was busted here in 2010, the county's lead prosecutor suggested the singer settle his marijuana charges by performing "Blue Eyes Crying in the Rain" for the court. Nelson paid a fine instead, but not before county commissioner Wayne West played one of his own songs for the country music legend.

West acknowledged he's a big fan of Nelson and wanted to capitalize on a golden chance to perform for such a noted "captive audience."

"Willie loved the song, he is a real outgoing individual" he added.

The once-thriving town of Sierra Blanca began to shrink to its current 1,000-person population after the construction of nearby Interstate 10 ? a main artery linking cities from California to Florida ? offered an easy way to bypass the community.

Now the highway is sending thousands of drug bust cases Sierra Blanca's way, courtesy of a Border Patrol checkpoint just outside of town where drug-sniffing dogs inspect more than 17,000 trucks, travelers ? and tour buses ? daily for whiffs of contraband that may have made its wait inland from the border.

Hudspeth County Sheriff Arvin West, younger brother of the musically inclined commissioner, said his office handled about 2,000 cases last year, most of them having to do with drugs seized at the checkpoint.

Border Patrol agents say people busted with small amounts of pot often say they have medical marijuana licenses from California, Arizona or New Mexico ? three states along I-10 that, unlike Texas, allow for medicinal pot prescriptions ? and claim to believe the licenses were valid nationwide.

Nelson's publicists declined to comment about the specifics of the singer's case. Representatives for Snoop Dogg, who will pay a fine and court costs after being cited for possession of marijuana paraphernalia, did not return several messages seeking comment.

County authorities have not yet decided whether to prosecute or issue a citation for Hammer, who starred in the 2010 film "The Social Network" and more recently played FBI's number two man in "Edgar J." He was arrested in November after authorities said they found marijuana-laced brownies and cookies on his way to his wife's bakery in San Antonio. His attorney Kent Schaffer has called the case a "total non-issue."

Local officials say they're not on a celebrity witch hunt, but some residents are enjoying the publicity from the high-profile arrests. They say the once forgotten town of Sierra Blanca should take pride in not pandering to famous people caught breaking the law.

"We get attention because something is being done right," resident Adolfo Gonzalez said while shopping at a local convenience store. "It'd be worse if we'd let them go because they are celebrities."

That's not expected to change when Segal comes to town. Sheriff West insists the "Under Siege" star hasn't indicated any plans to film his show here ? but the sheriff isn't ruling it out.

"If he wants to, we can do it but that's not what he said this was about," West said.

West's spokesman, Rusty Flemming, said Seagal will patrol the area and train colleagues in martial arts and weapons techniques. The actor is expected to arrive in Hudspeth County within months, once he's done filming a new movie in Canada.

Segal's management agency did not return calls and emails seeking comment about his plans in Texas.

Commissioner West, meanwhile, is keeping his musical skills sharp ? just in case another performer pays a surprise visit to the county jail. The lead guitarist and vocalist of a local band, West said he regrets not having a chance to sing for Snoop Dogg, but wasn't sure if the rapper would have enjoyed the performance anyway.

"Our stuff is laid back," he said. "Mas o menos (more or less) country."

Pentagon cuts reshape military, trim costs (Reuters)

WASHINGTON (Reuters) ? The Pentagon unveiled a 2013 budget plan on Thursday that would cut the size of the U.S. military by eliminating nearly 100,000 ground troops, mothballing ships and trimming air squadrons in an effort to reduce spending by $487 billion over the next decade.

The funding request, which includes painful cuts that will be felt across the country, sets the stage for a new struggle between President Barack Obama's administration and Congress over how much the Pentagon should spend on national security as the country ends a decade of war and tries to curb trillion-dollar budget deficits.

"Make no mistake, the savings that we are proposing will impact all 50 states and many districts, congressional districts across America," Defense Secretary Leon Panetta told a news conference at the Pentagon.

"This will be a test of whether reducing the deficit is about talk or action."

Panetta, previewing plans that will be detailed next month, said he would ask for a $525 billion base budget for the 2013 fiscal year, the first time since before the September 11, 2001, attacks that the Pentagon has asked for less than the previous year. That compares with $531 billion approved this year.

Panetta said he would seek $88.4 billion to support overseas combat operations, primarily in Afghanistan, down from $115 billion in 2012 largely due to the end of the war in Iraq and the withdrawal of U.S. forces there at the end of last year.

Congress ultimately controls the Pentagon's purse strings and regularly intervenes to change the size and detail of military spending as it sees fit. The Defense Department's budget accounts for about 20 percent of total federal spending.

Republican lawmakers who oversee military affairs on Capitol Hill sharply criticized the plan.

Senator John McCain said it "ignored the lessons of history" by imposing massive cuts on the military, and Representative Buck McKeon said it reflected "Obama's vision of an America that is weakened, not strengthened, by our men and women in uniform."

MORE CUTS TO COME?

The 2013 budget is Panetta's first as defense secretary and is the first to take into account the Budget Control Act passed by Congress in August that requires the Pentagon to cut $487 billion in projected spending over the next decade.

The budget plan does not take into account an additional $600 billion in defense cuts that could be required after Congress failed to pass a compromise agreement to cut government spending by $1.2 trillion. The Pentagon could face cuts of another $50 billion a year, starting in 2013, unless Congress changes the law.

The budget begins to flesh out a new military strategy announced by the Pentagon earlier this month that calls for a shift in focus from the ground wars of the past decade towards efforts to preserve stability in the Asia-Pacific region and the Middle East.

"To ensure an agile and ready force, we made a conscious choice not to maintain more force structure than we could afford to properly train and equip," Panetta said. "The budget also seeks to retain the most flexible, versatile and technologically advanced platforms needed for the future."

The budget plan would provide new challenges for the Pentagon's top suppliers, such as Lockheed Martin, Boeing, General Dynamics, Northrop Grumman and Raytheon.

The plan retains but slows the purchase of weapons like Lockheed's F-35 Joint Strike Fighter, the Pentagon's largest procurement program, as well as submarines, amphibious assault ships and other vessels. It would retain a fleet of 11 aircraft carriers.

The Pentagon would increase its emphasis on drone aircraft, go ahead with a long-range bomber and proceed with other weapons that would allow it to project power from a longer range.

That capability is needed in the Asia-Pacific and Middle East as countries like Iran and China develop arms that could threaten U.S. aircraft carriers in international waters near their shores.

The size of the active-duty Army would be trimmed to 490,000 over five years from its wartime peak of 570,000 in 2010 and the size of the Marine Corps would fall to 182,000 from its high of about 202,000.

Military pay increases would begin to slow after two more years of growth, and fees would be increased on healthcare benefits for military retirees, those who served more than 20 years, both above and below the age of 65.

In addition, the Pentagon would:

- Delay development of a new ballistic missile submarine by two years.

- Eliminate six of the Air Force's tactical-air fighter squadrons and retire or divest 130 aircraft used for moving troops and equipment.

- Retire seven Navy cruisers and two smaller amphibious ships early, postpone the purchase of a big-deck amphibious ship by one year and postpone the planned purchase of a number of other vessels for several years.

- Eliminate two Army heavy brigades stationed in Europe and compensate by rotating U.S. based units into the region for training and exercises.

- Study the possibility of further reducing the size of U.S. nuclear arsenal.

- Begin a new round of talks on closing bases made unnecessary by the smaller force.

Ex-aides to Wisconsin governor charged with misconduct (Reuters)

MADISON, Wis (Reuters) ? Two former aides to Wisconsin Governor Scott Walker were charged on Thursday with political fundraising on public time in a move that could give fresh ammunition to critics seeking to unseat him over controversial curbs on public sector bargaining imposed last year.

The charges against the women, both aides to Walker when he was Milwaukee County executive, stemmed from a probe into allegations of misconduct in public office as well as political solicitation by public officials and employees, according to the criminal complaint.

The investigation found that a private e-mail network had been set up and run out of Walker's office in 2010 to communicate campaign and government-related information to "select individuals," Milwaukee County district attorney John Chisholm's office said in a statement.

The charges, against former deputy chief of staff Kelly Rindfleisch and former executive assistant Darlene Wink, are the latest to involve former staffers close to the first-term Republican governor.

Earlier this month, another former deputy chief of staff to Walker was charged with fraud, accused of embezzling thousands of dollars from a fund for families of U.S. soldiers killed in Iraq and Afghanistan.

The charges against the former aides follow a fierce partisan battle in the state last year in which Republican lawmakers successfully pushed through controversial measures to curb the collective bargaining power of public sector workers.

A spokeswoman for a Walker campaign group, Friends of Scott Walker, said the policy at the county executive's office under Walker was that employees could not use county "time or resources to conduct any political activity."

"Scott Walker expected everyone to follow the law and made that clear publicly and privately," the spokeswoman, Ciara Matthews, said. Walker's office did not immediately respond to a voicemail and e-mail requesting comment.

ILLEGAL FUNDRAISING ALLEGATIONS

The charges come as opponents of Walker who are seeking to unseat him submitted petitions with more than a million signatures last week to force a recall, far more than needed. Democrats have yet to settle on an opponent to face Walker in any recall, and he retains a strong base.

Organizers are also seeking to recall four Republican state Senators, including Majority Leader Scott Fitzgerald and Lieutenant Governor Rebecca Kleefisch.

Officials at the state's Government Accountability Board are working to verify the petitions, which could trigger special elections in the late spring or early summer.

The illegal fundraising charges stem from the execution of a search warrant at Walker's Milwaukee offices on November 1, 2010 -- just a day before Walker beat Democrat Tom Barrett in the race to replace outgoing Wisconsin Governor Jim Doyle.

On the laptop of Rindfleisch, Walker's then-deputy chief of staff, authorities found what they said were hundreds of e-mails and instant messages showing Rindfleisch raising money for Brett Davis, a Republican candidate for lieutenant governor favored by the Walker campaign, while she was being paid by Milwaukee taxpayers, the criminal complaint said.

In one instant message chat with a friend in January 2010, Rindfleisch confides that "really half of what I'm doing" on the clock was related to the Davis campaign.

Rindfleisch, 43, has been charged with four felony counts of misconduct in public office. Each charge carries a maximum term of 3-1/2 years in prison and up to a $10,000 fine.

Wink, a former executive assistant in the county executive's office, was charged with two misdemeanor counts of political solicitation for engaging in fundraising for Walker while in a county building and using county equipment, prosecutors said.

The charges against Wink, 62, carry a maximum six months in prison and up to a $1,000 fine.

Wink was accused of working on a 42nd birthday party and fundraiser for Walker's gubernatorial campaign in 2009, timed for a year before the November 2010 election. The fundraiser was canceled due to a scheduling conflict, but replaced by a holiday fundraiser also arranged by Wink partly on government time.

Wink also prepared Republican political press releases, discussed phone banks and ordered political merchandise for sale at events including the Republican Convention and State Fair while at work in the executive's office, prosecutors said.

'Twilight: The Musical': Five Reasons To Go

For the most dedicated "Twilight" fans, the yearlong wait between the theatrical releases of "The Twilight Saga: Breaking Dawn - Part 1" and "Breaking Dawn - Part 2" is painful, to say the least. Luckily, due to the popularity of the franchise and vampires in general, there are a variety of ways to bridge the gap, a few of which we touched on previously via fan suggestions. These include re-reading the books and re-watching the already-released movies, as well as getting your vampire fix via TV shows like "The Vampire Diaries" and "True Blood."

The latest addition to the fangtastic fray is the off-Broadway musical parody "Twilight: The Musical." MTV News' own Amy Wilkinson was lucky enough to attend the first preview in New York Monday. Thanks to her detailed summary, we now know more about the action in the plot, but for those who want to know more about the show's potential and audience reactions, this week's "Twilight" Tuesday is dedicated to digging a little deeper into the production by way of Wilkinson's experience. This will help you know what to expect if you make the trek to New York to see the show when it officially opens.

Here are five reasons you'll enjoy "Twilight: The Musical."

It's a Parody
Although we take our "Twilight" very seriously, it's sometimes just as entertaining to make light of the saga's more melodramatic, overwrought elements. And when a parody is executed well, it can be a delightful companion piece to the source material. It also helps to manage your expectations accordingly.

"To be completely honest, I wouldn't say that they were incredibly high," Wilkinson said of her expectations going in. "Mostly because this is an off-Broadway production, and from what we were told when we first arrived, they'd only been practicing for about 24 hours. So I didn't have the highest expectations going in, but I think for the time they had it turned out really well."

The "Twilight"/ "Harry Potter" Blend
Yes, Harry, Ron and Hermione make an appearance in "Twilight: The Musical," and despite the seemingly obvious appeal to two obsessive and proud fanbases, Wilkinson reported that it's more entertaining than off-putting.

"The way it was used worked well. There might be something that is a bit cloying about it, marrying these two franchises whose fans never seem to get along very well, so it might be a bit baiting in that regard, but I think the way they did it made sense," she said. "They traded in the three villains in the original 'Twilight' for three 'Harry Potter' characters and there were some good jokes that came out of it."

Vampires and Wizards That Sing!
This is a musical after all, so we are happy to hear that the songs, while campy at times, don't suck. Wilkinson said that one in particular is likely to get stuck in your head, a catchy little ditty called "Die Bella Die." Apparently and appropriately, it's Hermione's villainous theme song.

The Inside Jokes
In addition to dialogue lifted straight from Melissa Rosenberg's screenplays, the production pokes fun at a few memorable and slightly maligned moments, one of which Wilkinson said stood out for its laugh-out-loud factor.

"The one moment that the entire audience busted a gut over was in reference to a scene from the first 'Twilight' movie, when they're going on the biology class field trip and Alice Cullen is asking Bella if she's going to ride on their bus. In the movie Robert Pattinson's Edward is kind of like, 'Oh no, she's not,' but in the production I saw, Colin Hanlon, the guy playing Edward, turned around and yelled as loud as he could, 'SHE'S NOT COMING!' I don't know what it was about that, but the entire audience nearly died. The actor himself was cracking up, everyone was cracking up because it rings true to how bizarre that moment is in the film."

A Few Stars Are Born
In the spirit of how far "Glee" star Darren Criss has come from his "A Very Potter Musical" days, there are several actors in this musical worth keeping an eye on due to their breakout star potential, like Jenna Leigh Green, Lauren Lopez and Jeffry Denman, who all play multiple roles in the production.

"[Green] is pretty much the MVP of the production," Wilkinson said. Amazon makes life a little easier for PC users with Send to Kindle plugin (Digital Trends)

Kindle is great for books and all, but some folks would like to be able to get personal documents onto their Kindle or Kindle Library and up until now, it?s been a less-than-simple task. The option of a new plugin, however, is going to make the task a lot easier for PC users, and eventually Mac users, too. Send to Kindle for PC is a simple application that will allow users to easily send personal documents to both their online Kindle and their Kindle library for access on any Kindle-enabled devices.?

Once the plugin is downloaded, all users have to do is right-click on a document in Windows Explorer or look under ?Print? options in any Windows application. In both pull-down menus, a new ?Send to Kindle? option will now show up. After that, the documents are archived, meaning you can easily download them to any of your Kindle-enabled devices at any time. Conveniently, notes and highlights are also saved and will be the same across all of your devices. Make a note on a document on your smartphone and it will automatically show up on the document when you open it in Kindle on your PC. The only exception here is that the Whispersync notes and highlights won?t work with PDF documents.?

The new application is free to download and we have word that a version for Mac users will be on the way shortly.

Kid Rock apologizes after cigar complaint (AP)

WARREN, Mich. ? Kid Rock has apologized after a man complained that the musician smoked a cigar at a nonsmoking venue in the Detroit area.

Randy Snell says Kid Rock lit the cigar while attending country singer Travis Tritt's show Friday at Andiamo Celebrity Showroom in Warren.

Spokesman Nick Stern told The Detroit News ( http://bit.ly/x6Z4Co) that Kid Rock offered his "most sincere apologies" to patrons he may have offended. He said he had been drinking alcohol.

Fifty-eight-year-old Randy Snell, of Trenton, has asthma and says he plans to file a health department complaint. Michigan law prohibits smoking at workplaces including bars and restaurants.

Kid Rock was born Robert Ritchie. He grew up in and lives in suburban Detroit.

Microblogging use in China quadrupled in 2011: think tank (Reuters)

SHANGHAI (Reuters) ? Use of microblogging in China quadrupled in 2011 compared with the previous year, with nearly half of all Chinese Internet users now taking to the near-instant service to gather news and spread views, a government Internet think tank said Monday.

Microblogging, or "Weibo" as it is known in China, allows users to send short messages of 140 characters or less to their followers. Twitter, the most popular microblogging platform in the world, is blocked by China's censors.

Sina Corp and Tencent Holdings both run popular Weibo platforms in China, both firms claim to have more than 200 million users.

Last year was a watershed year for Weibo with major events such as the Wenzhou high-speed train crash in July fuelling intense discussion on the platform.

The vibrant discussion and rapid dissemination of information on Weibo caused hand-wringing within the Communist Party, which fears that losing control of information and opinion could threaten its authority.

In December, city governments announced rules to regulate microblogging operators, requiring new users to register with their real names.

The total number of Weibo users rose 296 percent to 249.9 million in 2011, data from the China Internet Network Information Center (CNNIC) showed, meaning nearly half of the Chinese Internet population used Weibo.

Feisty Sarkozy shrugs off French credit downgrade

MADRID (AP) ? French President Nicolas Sarkozy bluntly declared Monday that a harsh downgrade by Standard & Poor's of France's formerly top-rung debt rating "changes nothing" for the eurozone's No. 2 economy.

Sarkozy, in a testy exchange with a journalist at a Madrid news conference, suggested that a solid investor demand for a French debt auction Monday and a reaffirmation from rival ratings agency Moody's of France's triple-A sovereign debt had offset S&P's much-publicized downgrade.

"We have to react to this with calm, by taking a step back," he told reporters during a visit with Spain's new prime minister, Mariano Rajoy. "At the core, my conviction is that it changes nothing."

The S&P downgrade Friday ? which Sarkozy's own finance minister called "bad news" ? came just 100 days before the president faces what is expected to be a tough re-election campaign.

The news conference began combatively when Sarkozy refused to answer a question about whether France's downgrade would affect its ability to lead Europe out of the crisis ? and if the move prompted the postponement of a crisis summit for him and the leaders of Germany and Italy next week.

Sarkozy and German Chancellor Angela Merkel have taken the lead in proposing solutions to the crisis and major decisions are often hashed out at their meetings ahead of European summits.

"You don't have the latest information," Sarkozy retorted to a reporter who asked about the downgrade and the summit. Sarkozy refused to answer even after the reporter rephrased his question twice.

The French leader later confirmed that the three-way summit would take place in February and downplayed the S&P downgrade, but never gave a clear answer as to why the summit was rescheduled.

Sarkozy did manage to win much-needed political support from Rajoy ? notably for his pet project for a financial transaction tax that could help ailing European state coffers get out of the red.

France, which has long enjoyed relatively low borrowing costs and had S&P's top-tier AAA rating uninterrupted since the mid-1970s, on Friday was the largest of nine eurozone members hit by S&P downgrades ? dropping one notch to AA+. The agency also kept a negative outlook on French state debt.

Analysts said Sarkozy's denial that the downgrade meant much was wishful thinking.

"The fact that there is a negative outlook, it means that there is a probability ? a quite high probability ? of further downgrade in 2012, 2013," said French economist Norbert Gaillard. "So it's bad news for France."

But in a vindication of sorts for Sarkozy, France sold euro8.6 billion ($10.9 billion) in short-term debt on Monday. The yields ? or the interest rates charged by investors on the debt ? fell, a sign investors still see the country as a good bet.

Spain was also hit by an S&P downgrade, from AA- to A+, but Rajoy said that blow and downgrades for other European nations shouldn't be seen as a sign they will have trouble emerging from the financial crisis.

Rajoy's Socialist predecessor also supported the financial transaction tax, but Jose Luis Rodriguez Zapatero was ousted from office by Spaniards angry about the country's hurting economy and high unemployment.

The European Commission has estimated that the tax could raise as much as euro57 billion ($72.2 billion) a year, funds that could be used to help reduce the substantial budget deficits crippling European economies.

Moody's cited France's economic strength as a reason for affirming its top rating, but said bleak growth prospects in France and the region present "risks to the French government's fiscal consolidation plans."

Moody's said it would again review French debt later in the first quarter as part of a broader look at sovereign debt within the EU ? meaning a decision is likely close to France's two-round presidential vote in April and May.

Sarkozy's challengers for the presidency ? including Socialist nominee Francois Hollande ? have seized on the S&P downgrade as evidence that his policies are wrong-headed and ineffective.

It will be a bruising election battle for Sarkozy, a dynamic leader who has a strong international profile but is widely disliked at home. Leftists say he has coddled the rich, while many of those who supported him in his 2007 campaign say he hasn't fulfilled his promises.

And Hollande is currently leading in the polls.

Ravens beat Texans 20-13, move into AFC title game (AP)

BALTIMORE ? If style points and offensive fireworks meant anything, the Baltimore Ravens wouldn't stand a chance of making it to the AFC championship.

Playing defense and protecting the football are what they do best, and that formula led to a 20-13 victory over the Houston Texans on Sunday, putting Baltimore in the AFC title game against the New England Patriots.

"I always say there is a right way to do things, there is a wrong way to do things and there is just the Ravens' way of doing things," linebacker Terrell Suggs said. "It wasn't pretty but we're not really a pretty team. We got the W and now it's on to the AFC championship."

The Ravens (13-4) had almost as many punts (nine) as first downs (11) and scored only three points over the final 46 minutes. But Baltimore wasn't penalized once, didn't commit a turnover, intercepted rookie quarterback T.J. Yates three times and totaled four takeaways ? two in the first quarter and two over the final eight minutes.

"If we didn't get any of those turnovers it would probably be a different game," Ravens defensive tackle Haloti Ngata said.

Baltimore visits New England next Sunday, with the winner advancing to the Super Bowl in Indianapolis on Feb. 5.

The Patriots lead the series 6-1, but Baltimore's lone win came in the postseason.

"We don't play the game until next week," Suggs said. "I'm going to enjoy tonight."

Veteran defensive stars Ed Reed and Ray Lewis led a unit that yielded only one touchdown and came up with the big play when one was needed. Lewis had a team-high seven tackles and Reed sealed the victory with the Ravens' fourth takeaway, an interception near the goal line in the closing minutes.

"It's winning by any means necessary," Reed said. "That's what it's got to be."

The Ravens finished 9-0 at home, but this one was anything but easy. Baltimore led 17-3 after the first quarter, and interceptions by Lardarius Webb and Reed in the final 7 1/2 minutes helped the advantage stand up.

Reed has eight interceptions in 10 playoff games, few bigger than the last one.

"You can't say enough about him," Ravens linebacker Jarret Johnson said. "His big plays always seem to happen when you need one."

One week earlier, in the first playoff game in Texans history, Houston didn't commit a turnover in a 31-10 home rout of Cincinnati. Against Baltimore, the Texans couldn't hold onto the ball and quickly fell behind by two touchdowns.

Arian Foster ran for 132 yards, the first player ever to rush for 100 yards against the Ravens in the postseason. But Yates' three interceptions matched the total he had in six regular season games.

"I can't have the turnovers," Yates said. "If we don't turn the ball over like that, we have a chance to win. And we still had a chance to win. If I'd done a better job of protecting the football, I really think we'd have come out with the win today. We did a good job of moving the ball and we had some big plays, but you can't have that many picks."

Yates was the third starting quarterback used by Houston this season following injuries to Matt Schaub and Matt Leinart. The Texans also lost wide receiver Andre Johnson for a spell and finished without sack specialist Mario Williams, who missed the last two-thirds of the season.

And still, the Texans got within a win of reaching the conference title game. After the game, team owner Bob McNair pulled aside coach Gary Kubiak and congratulated him.

"I told him how proud I was. ... To come out and play the way this team has played, I think it's just remarkable," McNair said. "Where would New England have been if (Tom) Brady wasn't playing, and if Wes Welker wasn't playing, and if their best defensive player wasn't playing? Go down the list of any of these teams and ask where they would be ? and they wouldn't be in the playoffs. And this team was in the playoffs."

Down 17-13 at halftime, Houston twice held the Ravens without a first down in the third quarter before driving to the Baltimore 32. From there, Neil Rackers' 50-yard field goal try hit the crossbar and dropped into the end zone.

Baltimore then launched a drive in which seldom-used Lee Evans made a sensational one-handed catch for a 30-yard gain on third-and-5 from the Houston 39. On fourth-and-goal inside the 1, Ray Rice was stuffed by linebacker Tim Dobbins for no gain.

"That's a huge play," Houston defensive end J.J. Watt said. "Those are the type of plays that win playoffs games. Obviously, we wish it had gone the other way, but those are the type of plays that you remember."

The Texans couldn't move the ball, and the Ravens took the ensuing punt at the Houston 49. But three plays netted only 4 yards, and Sam Koch punted for the seventh time.

Minutes later, the Ravens went three and out for the fourth time in five second-half possessions. Fortunately for Baltimore, the defense compensated for the team's inability to add to its early lead.

"You have to do whatever you have to do to win a football game," Ravens coach John Harbaugh said.

Webb's second interception came with 7 1/2 minutes left and the Ravens clinging to 17-13 advantage. Baltimore moved 45 yards to get a field goal by Billy Cundiff with 2:52 left.

Houston's Danieal Manning muffled the record crowd of 71,547 by taking the opening kickoff 60 yards to the Baltimore 41. Yates then completed two straight passes, and after the Ravens stuffed Foster on a third-and-1, Rackers kicked a 40-yard field goal.

Baltimore failed to get a first down on its first possession and had to punt. Jacoby Jones inexplicably attempted to field the bouncing ball at the 13-yard line, was immediately hit by Cary Williams and lost the ball, which was recovered by Baltimore rookie Jimmy Smith at the 2.

On third down, Joe Flacco threw a 1-yard touchdown pass to Kris Wilson ? the tight end's first catch of the season.

After a Houston punt, Flacco completed a 21-yard pass to Anquan Boldin to set up a 48-yard field goal for a 10-3 lead.

Later in the first quarter, Ravens cornerback Lardarius Webb stepped in front of Johnson for an interception at the Houston 35. Five plays later, Flacco tossed a 10-yard touchdown pass to Boldin in the right side of the end zone.

Yates then completed a pair of third-down passes in a 59-yard drive that ended with a field goal.

After Yates misfired on third down from the Baltimore 10, the rookie came off the field he was greeted by coach Gary Kubiak, who put a hand on the back of the quarterback's jersey while chatting.

Yates returned after a Baltimore punt to direct a 12-play, 86-yard drive that ended with a 1-yard touchdown run by Foster, who accounted for 66 yards ? including 54 on the ground.

Yates went 17 for 35 for 184 yards. Johnson had eight catches for 111 yards.

Notes: Baltimore improved to 6-0 against Houston, 2-0 this season. ... It was the Ravens' first home playoff win since 2000. ... Foster ran for 285 yards in the postseason, most by a player in his first two NFL playoff games. ... 24 million customer accounts hacked at Zappos (Reuters)

(Reuters) ? Online shoe retailer Zappos told customers this weekend that it has been the victim of a cyber attack affecting more than 24 million customer accounts in its database.

The popular retailer, which is owned by Amazon.com, said customers' names, email addresses, billing and shipping addresses, phone numbers and the last four digits of credit cards numbers and scrambled passwords were stolen.

But it said the hackers had not been able to access servers that held customers critical credit card and other payment data.

"We were recently the victim of a cyber attack by a criminal who gained access to parts of our internal network and systems through one of our servers in Kentucky," Zappos chief executive Tony Hsieh said in an email to staff which was posted on the company's blog on Sunday.

"We are cooperating with law enforcement to undergo an exhaustive investigation," he added.

Zappos said it was recommending that customers change their passwords including on any other website where they use the same or similar password.

The company, which is well known for its customer service, said due to the high volume of customer calls it is expecting it will temporarily switch off its phones and direct customers to contact via email.

Taiwan and China to grow closer with Ma's reelection

The reelection of Taiwan President Ma Ying-jeou heralds closer ties with China, leaving one less trouble spot in East Asia for the US.

Taiwan President Ma Ying-jeou?s smooth reelection over the weekend is likely to lead to closer ties with China, which is already on the island?s good side, and allow Washington to relax as it seeks friendly relations with both.

Mr. Ma won another four years on Saturday with about 51 percent of the vote. China-leery opposition candidate Tsai Ing-wen came in second with 46 percent. Voters also gave Mr. Ma?s Nationalist Party a 57 percent majority in the Taiwanese parliament.

The presidential outcome, which analysts say shows voters played safe by choosing the incumbent over an opponent whose China and economic policies were murkier, augers a deepening of China-Taiwan ties plus a reduced threat of war.

US officials will turn to more pressing foreign policy issues as long as the two sides keep peace but don?t reunify, political analysts say.

?In a general sense, Washington and Beijing both feel relieved with this election result,? says Alexander Huang, strategic studies professor at Tamkang University in Taiwan. ?I think from China?s side, Taiwan?s election was a kind of indirect referendum to examine whether their China policy worked. For Washington, it?s a bigger picture. The Taiwan Strait is now proven to be a stable region compared to Korean peninsula and South China Sea.?

In a rainy nighttime victory speech, Ma pledged to step up links with China, which have buoyed Taiwan?s $425 billion export-dependent economy as a massive market and low-cost manufacturing base.

?The people have approved of my setting aside disputes [with China] to strive for peace, turning danger into business opportunities,? he said. ?In the next four years, relations will become more harmonious and more interdependent.?

China is likely to work that pledge to the limit, seeking political concessions from Taiwan after the 16 tourism, trade, and transit deals signed since Ma took office in 2008. Those deals benefit primarily Taiwan, but Beijing eagerly signed them in hopes they would advance its goal of political unification.

Beijing has claimed sovereignty over self-ruled Taiwan since the Chinese civil war of the 1940s, when the Nationalist Party fled to the island. China has not ruled out the use of force, with its much larger military, to bring Taiwan into the fold, though it prefers peaceful means. The Nationalists today back Ma?s presidency.

Ms. Tsai?s camp, which advocates Taiwan?s formal independence from China, wants more distance from Beijing to ensure China doesn?t swallow the island without public approval. Ma, meanwhile, has less of a popular mandate this time around.

Though the script isn?t quite identical, what with the Giants launching their postseason run at home against a team they should have beaten, the 2007 Road Warriors storyline is in full bloom, thanks to a 37-20 trouncing of the Packers in Green Bay.

And it could have been worse, especially with referee Bill Leavy?s crew failing to give the Giants possession of a ball that clearly had been fumbled by Packers receiver Greg Jennings and later extending the home team?s final scoring drive by calling the Giants for a blow to the head of quarterback Aaron Rodgers ? when Rodgers actually fell into the chest of a defender.

The Giants outgained the Packers, 420 to 388, thanks in large part to 330 passing yards and three touchdowns from quarterback Eli Manning.? Green Bay, which had 13 turnovers all season, had four on Sunday, including two from Rodgers.

Peyton?s kid brother has climbed onto the upper echelon of quarterbacks with his play in the clutch, consistently converting third downs and generally making big plays.

For the Packers, the big plays were too few and far between.? And so the Giants, by winning the first playoff game in Wisconsin since the 2007 NFC title game, have a two-game postseason winning streak at Lambeau Field.

The Giants? win broke a 7-0 start to the postseason for the home teams.? It marks the second NFC upset of the weekend, with 36 and 37 points being the winning sum and neither the Saints nor the Packers ringing up those numbers.

Next up for the Giants, who lost to the Packers during the regular season by three, is a return to San Francisco, where the Giants fell by seven.? And if the Giants can turn the tables on the Niners, and if the Patriots can beat the Ravens, the rematch of Super Bowl XLII would also be a rematch of New York?s stirring November win, 24-20, at New England.

Of course, the Harbaugh brothers may have something to say about a Giants-Pats rematch.? Jim and John likely have dreams (or maybe nightmares) of a brother vs. brother return bout on the biggest stage in sports.

Canadian actor to star in "Man Who Laughs" (omg!)

LOS ANGELES, Jan 13 (TheWrap.com) - Canadian actor Marc-Andre Grondin will play the lead role in "L'homme Qui Rit (The Man Who Laughs)," an adaptation of Victor Hugo's 1869 novel of the same name, TheWrap has confirmed.

The movie, directed by Jean-Pierre Ameris ("Romantics Anonymous"), starts shooting Monday in Prague. While some of "L'homme qui rit" will also be shot in France, the bulk of the filming will take place in Prague.

Gerard Depardieu and Emmanuelle Seigner also star in the film, the budget of which is the U.S. equivalent of $15 million. It is distributed by EuropaCorp.

Grondin will play Gwynplaine, the laughter-prone heir to a vast fortune. The character's lanky frame and grin helped inspire the Joker, created by comic book artist Bob Kane and writer Bill Finger in 1940.

Grondin has additional projects in the works. He plays the all-star French-Canadian hockey player Xavier Laflamme in "Goon," co-written by Evan Goldberg. The film, which also stars Seann William Scott and Liev Schreiber, will be available February 24 on video on demand in the U.S. and hit theaters March 30.

Grondin also stars in Go Films' "L'affaire Dumont," to hit theaters in Canada in the fall. Directed by Podz ("The Seven Days"), the drama is based on a true story about a man who was wrongly accused of rape and imprisoned for five years until his wife proved his innocence and got him released from prison.
